As Chief of the DGS Energy Division, Julia is responsible for agency leadership in energy management and purchasing decisions, and guiding decision making on investing in decarbonization of municipal buildings and fleets. Key initiatives include launching the Baltimore Energy Data Initiative, a program of data integrity, benchmarking, measurement and verification, and setting performance standards for municipal buildings.

Within the DGS Division of Capital Projects and Energy, Julia is responsible for oversight of energy purchasing, energy efficiency and renewable energy projects, and utility data management for City municipal assets.

At the division of Housing and Building Energy Programs in the Community Development Administration, Julia managed the Enhanced Weatherization Program and master-metered Multifamily Energy Retrofit program funded by almost $30 million from the Customer Investment Fund (CIF) out of the merger of Constellation and Exelon and overseen by the MD Public Service Commission (PSC). Upon full completion of that grant, she managed the BeSMART Energy Loan program for Maryland homeowners - a revolving loan fund from a US DOE Energy Efficiency and Conservation Block Grant (EECBG) and the Net Zero Construction Loan program. Julia also provided strategic planning support to DHCD's energy efficiency offerings under the Maryland EmPOWER program regulated by the MD PSC. DHCD's EmPOWER programs included low-income single family weatherization and affordable multifamily energy retrofit grants. She was responsible for coordinating stakeholder engagement, research, and analysis to inform the EmPOWER 2021-2023 DHCD plan.At DHCD, Julia supervised financial analysts, field inspectors, customer service professionals, and underwriting staff. She provided public testimony and written reports to the PSC and provided customer service to clients of the Department.

As a Grants Specialist and Program Analyst for the Office of Sustainable Energy within Baltimore City's Department of Public Works, Julia evaluated, managed and monitored energy projects for the City government, including new technology evaluations, energy performance contract measurement and verification (M&V), and energy data management for the City.She provided input on cost savings, energy and water reduction, and environmental benefits of the City's approach to energy and contributed to energy strategy and reporting to the Maryland Energy Administration and the MD Public Service Commission.

At LMI, Julia provided analysis and strategic support for federal agencies, including energy management, fleet management, greenhouse gas accounting, sustainable building and LEED assessment, climate change mitigation and adaptation strategy, sustainability and Global Reporting Initiative-based reporting, and analyses of biofuel strategy. Clients included the Defense Logistics Agency, US Army, US Air Force, US Postal Service, US Department of Energy, and General Services Administration. She also supported agencies in their federal reporting and in providing public reports.For LMI, Julia spent three years providing on-site energy management, climate change adaptation, and sustainability management support to the US Postal Service Office of Sustainability - Energy Initiatives.
