Maverick Health Policy provides strategic advice on federal health policy, with particular focus on health data and value-based care, to private companies and industry coalitions.

• Develop corporate strategy on federal policy in collaboration with state advocacy, operations, actuarial, technology, clinical, and strategic communications.• Offer policy landscape guidance to Cambia investment fund (now ECHO Health Ventures) for prospective investments and 24 current portfolio companies, including telemedicine and software solutions.• Provide written and oral presentations on specific legislative or regulatory developments to executives and to corporate customers.• Oversee DC lobbying and consulting engagements with external firms; Connect executives to key Congressional, Administrative and policy experts in DC.• Serve as corporate representative on Washington DC-based membership organizations, including AHIP, BCBSA, Alliance for Connected Care, C-TAC, and the CARIN Alliance.

Provided advisory and speaking services to health industry clients. • Clients included UPMC, The Petrizzo Group, Kansas Association of Hospital Attorneys, DaVita Rx, HealthLoop and the Association for Community Affiliated Plans. • Served as Senior Advisor to Leavitt Partners; helped lead Health Intelligence Partners, a multi-stakeholder business coalition that held monthly in-person meetings.• Advise companies and organizations about advantageous public policy collaborations in Washington DC to further their policy and/or government relationship goals.• Create business proposals at the request of lobbyists and law firms about creating or expanding their health policy consulting services; draft job descriptions, recruit personnel, develop marketing strategy.• Draft and/or edit Capitol Hill and Administration health policy updates for health care clients.• Present on and moderate expert panels for executive-level briefings on health industry market trends.

Directed two major projects at BPC: FIRST PROJECT: Designed the 2010 Health Project to address three health system needs: affordable insurance, health information technology and a modern health professional workforce. • Assisted bipartisan leadership team, including former U.S. Senate Majority Leaders Tom Daschle and Bill Frist and former Governors Ted Strickland (D-OH) and Mike Rounds (R-SD). • Recruited and managed 3 FTEs and 11 consultants to run three project initiatives with 50+ volunteers including CEOs, leading health care professionals, and national policy experts. • Facilitated collaborations with affinity organizations including the National Governors Association, Deloitte Center for Health Solutions, and Nashville Health Care Council. • Served as primary liaison to HHS, FTC, Capitol Hill staff, and other governmental entities. • Hosted public events, edited project publications, and produced promotional videos.SECOND PROJECT: Created and directed the BPC Health Care Cost Containment Initiative in 2012, a joint effort of the BPC Health and Economic Policy Projects. • Assisted bipartisan leadership team, including former U.S. Senate Majority Leaders Tom Daschle and Bill Frist and former Senator Pete Domenici and former CBO Director Alice Rivlin. • Recruited and managed six FTEs, nine consultants and three interns. • Managed two economic consulting firms and four individual economists tasked with demonstrating projected cost savings for the initiative’s policy proposals. • Hosted public events, developed strategic partnerships, edited project publications.• This effort culminated in several bipartisan cost containment proposals: http://bipartisanpolicy.org/sites/default/files/BPC%20Cost%20Containment%20Report.pdf

Developed and implemented health policy program for Washington, DC non-partisan think tank. • Facilitated health care economist Len Nichols’ vision to create a bipartisan conversation about the need to cover all Americans with affordable health insurance, reduce health care cost growth, and enhance the quality of medical services. • Recruited and managed health policy team including senior policy analysts, media liaisons, writers, researchers, medical professionals, and an actuary. • Oversaw all program publications, educational and outreach activities, including three published case studies and the daily publication of an in-depth blog. • Presented, drafted, and edited papers on health insurance reform, accountable care organizations, health information technology, state reform efforts and legal barriers to legislative solutions.

Provided legal services as senior attorney to health care industry clients.• Advised and litigated on behalf of managed care organizations, self-funded employers, behavioral health organizations, disease management companies and health-related trade associations. • Counseled on legal risks in pay for performance contracts, privacy of electronic health information, mental health parity and health benefit designs. • Litigation matters involved benefit disputes, including experimental treatment cases, provider network terminations and provider compensation cases.

Provided legal services as attorney to health care industry clients.• Counseled health care and employer clients on federal and state regulatory matters. • Drafted advisory memoranda on wide range of managed care issues, including federal health programs (Medicare Secondary Payer, M+C risk adjustment design, Medicare demonstration projects, FEHBP and TRICARE contractual issues), HIPAA portability and the privacy rule, association health plans, quality of care, provider contracting and managed behavioral health benefits. • Served as or assisted lead attorneys in litigation on behalf of health care organizations regarding payment and benefit disputes, internal grievance procedures, coordination of benefits. • In 2005, served as MidAtlantic Litigation Manager of UnitedHealthcare on a contract basis.

Researched, tracked and briefed Member on legislative activity. • Focused on health care, budget, taxes and tort reform during the national health reform debate about the Clinton Administration’s Health Security Act. • Drafted floor statements, press releases and correspondence.
