I enjoy building new things, tackling hard problems, and working to make a difference. My job is to modernize FEMA’s data and analytics capabilities so that the agency is better able to help people before, during, and after disasters. My team is building a modern data platform called the FEMA Data Exchange (FEMADex) to help FEMA manage its data as a strategic asset, enable a “share by default” data culture, and empower analysts to implement advanced AI/ML techniques. I led the FEMAStat program, providing analytic insights and recommendations to improve mission effectiveness and efficiency of FEMA’s headquarters and regional programs; established and chaired a new agency-wide Data Governance Council to develop and approve data policy directives, procedures, and standards; built a business case and successfully advocated for a 5-year, $50 million Congressional budget appropriation for a new Enterprise Data & Analytics Modernization Initiative (EDAMI) to move FEMA toward a cloud-based analytics infrastructure; and oversaw initiatives to increase FEMA’s data transparency, both internally through the development of Tableau & Power BI dashboards and externally through expanding the publicly available data sets provided through the OpenFEMA program. I managed the Division’s multidisciplinary team of 40+ federal and contractor personnel performing data analysis to advance FEMA’s mission in a fast-paced, high-pressure environment, and I also served as Situational Awareness Deputy Section Chief in the National Response Coordination Center, supporting response efforts for Hurricanes Harvey, Irma, and Maria during FEMA’s unprecedented 2017 hurricane season. -
Associate Director For Analytic Development & Section Chief For InnovationU.S. Department Of Homeland Security Jan 2013 - Jan 2016Washington, District Of Columbia, United StatesI led the development of new analytics & IT capabilities to improve early warning, situational awareness, and risk and decision support for biological & public health incidents at the National Biosurveillance Integration Center (NBIC) in the DHS Office of Health Affairs. My team led the design and implementation of new tools for the collection, integration, analysis, and visualization of open source, social media, and public health data to support NBIC's biosurveillance mission, in coordination with Federal interagency partners and national labs. During my tenure, I sponsored the Pacific Northwest National Laboratory's development of NBIC's Biofeeds capability, which uses NLP algorithms to automatically extract and label information from open source reporting regarding the type of threat (e.g., disease or CBRN agent), impacts on humans and critical infrastructure, and control measures being applied for mitigation. I also served as NBIC's lead for infectious disease forecasting and decision support during the 2014 Ebola incident, briefing the DHS Chief Medical Officer and Ebola Crisis Action Team on the appropriate use and interpretation of disease spread forecasts in support of the national emergency management response. -
Section Chief, Risk & Capability AnalyticsUs Department Of Homeland Security Apr 2011 - Jan 2013Washington, District Of Columbia, United StatesI led the analytic design and execution of the first-ever Strategic National Risk Assessment (SNRA), a whole-of-government initiative to identify the threats and hazards that posed the greatest risks to the nation in support of Presidential Policy Directive 8 (PPD-8) for national preparedness. I designed an innovative quantitative risk methodology for the SNRA that allowed for comparison of the likelihood and consequences of acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters; collected and analyzed quantitative and qualitative data from Federal interagency stakeholders; oversaw data analysis, integration, and quality control for a team of 20+ interdisciplinary analysts; and led briefings of SNRA results to senior executive leaders in DHS, the Federal interagency, and the National Security Council. -
