About Julie Elberfeld

Julie Elberfeld is the CEO of social impact organization Women Who Code. Having served as an executive advisor, a former Fortune 100 Chief Information Officer, and a strategic DEI expert who redefines the strategy, technology, and culture of complex organizations, Julie is leveraging her background and deep passion for the experiences of women in the technology workforce to lead change. Julie is an award-winning and sought after speaker and writer who brings strategic experience to the organizations she leads and advises.Julie’s tech industry experience includes having served as SVP, Commercial Bank CIO at Capital One, where she managed a $200MM direct budget, entirely rebuilt the division’s 100+ systems (including web, mobile, money movement, and machine learning tools), grew the team from 30 to 700+, set technology direction for several complex acquisitions, and implemented risk, cyber, and innovation practices that supported 3X growth in the business. During her tenure, Julie held other SVP roles to lead the transformation from mainframe systems to modern cloud-based technology and led a cyber initiative for the largest division of the business. At Capital One, Julie also served as the inaugural Senior Executive for Diversity & Inclusion in Tech.As the founder of Belong Strategies, LLC, Julie advised C-suite executives on the strategic value of aligning diversity, inclusion and belonging with business objectives. This passion work began in 2014 with her leadership of a board-recognized movement within Capital One to transform the company's diversity and inclusion practices. She is a thought leader in the D&I field and frequent speaker on the impact of the tech industry’s diversity and inclusion challenges on the digital economy. Julie began her career as a Software Engineer at Fifth Third Bank, where she was the Commercial Bank CIO, led Strategic Growth Initiatives, and founded the bank’s Enterprise Payments Council. Julie also led the implementation of one of the nation’s first internet banking applications at US Bank. Julie earned her BS in Mathematics from Miami University, where she is a member of the Advisory Board of the College of Arts and Science.Julie also serves on the Advisory Boards of Reserve Squad and Identifee, private company start-ups. She is a Sr. Advisor to workforce development-focused Opportunity@Work, where she was previously an Executive-in-Residence and Interim CTO. Julie previously served on the boards of the Richmond Technology Foundation and InterAlliance of Cincinnati.
