Nearly 80% response rate was achieved from the 100 legislators. --The unique policy position was submitted to the legislators after completion with positive feedback for consideration in future legislative sessions.

These clients have complex needs that have not been met despite unnecessarily high utilization of the health care system. --The purpose of this examination was to provide an overview of several current super-utilizer activities underway within Colorado in order to inform the discussion moving forward and build upon initiatives already working, as part of the National Governor’s Association multi-state policy academy. --Research was also conducted to ascertain the involvement of other Governors' activities in promoting the Affordable Care Act, state insurance exchanges, and the Medicaid expansion. --Policy recommendations were provided regarding Freestanding Emergency Rooms, the Medical Clean Claims Transparency and Uniformity Act, and the Prescription Drug Monitoring program.
