I am a Policy Analyst at the Fraser Institute, specializing in natural resources policies, energy markets, and environmental performance measurements. Before joining the Institute, I served as the liaison for international cooperation between the Colombian and U.S. armies and coordinated international cooperation for higher education and research in armed conflict zones throughout Latin America.
