About Julius Matovu

I have over ten years’ experience in researching the structure and practices of the finance sector with the goal of making specific recommendations as to how it can be more inclusive, with special focus on Digital Finance Services (DFS), micro-finance. I have previously worked for Grameen Foundation’s mobile financial services programme, managing and conducting field research, evaluating ideas and concepts including information extension services, finance, agriculture and health for low-income communities via mobile phones. I routinely work and collaborate with academic institutions, financial sector regulators (in East and West Africa); private sector agencies like Airtel, Africell; and international development agencies like United Nations Capital Development Fund, CGAP, GiZ and consulting agencies like Ideo.org; PHB Development and Positive Planet. Through these engagements I provide on-the-ground human-centred research knowledge of people and organizations advising financial institutions and DFS providers in a wide range of activities including iterative product design and development, risk management and process analysis. I have deep experience in developing, testing and implementing appropriate digital finance services in numerous Agri-value chains particularly cocoa, cashew, seed-oil, dairy, maize, vegetable and fish. I have led numerous researches that have supported product innovations, adoption and scaling of new services in these value chains in East and West Africa.

This project included a baseline research component meant to explore market readiness among schools for fees digitization and understand the capacity and readiness of the schools to take on digitization. The project also includes the development of a digital payments strategy for school fees payment to support scaling of the program in other PEAS schools. Specific tasks undertaken included: >Leading field research activities within PEAS schools to collate insights to support digitization of school fees collections.
