Main purpose of the job.To effect overall coordination of LifeCare diagnostic programmes, and to oversee and coordinate support to Alere Regional Coordinators (ARCs), and also to ensure the overall monitoring and evaluation of Lifecare operations.Key outputs:• Consolidated plans for support provision, monitoring and evaluation of sales, training, ARCs services, data management and information technology prepared.• Systems for monitoring and evaluation of programmes in place.• Strategic guidance and technical support provided to programmes, coordinator and managers.• Resources availed for programme implementation as planned.• Consolidated M&E reports of programme implementation prepared.• Consolidated and integrated annual reports and other special reports on programme implementation produced.Key Duties and Responsibilities. Coordinate the preparation of operational plans and budget for the provision of technical support to, and M&E of programmes. Plan for resources requires for the department, organize for their availability as required and ensure their effective utilization. Monitoring staff numbers and skills within the departments. Coordinate the formulation of indicators for the monitoring of programmes Put in place systems for monitoring and evaluation of programmes. Direct the implementation of Lifecare programmes Provide effective leadership to subordinates, and maintain good teamwork among them. Follow up on the allocation of resources to various programme activities. Prepare consolidated annual reports and other special reports on programme implementation, in consultation with the respective programme coordinators and manager.

Coordinate all counseling issues.

Key Responsibilities: 1. Liaised with CHSU (Community Health Surveillance Unit) and HTSS [Diagnostics] and Laboratory Technicians at District Hospitals to ensure that National Quality Assurance system for HIV testing is operating following established Quality Assurance protocols.2. Supported and mentored district based HIV Testing and Counselling (HTC) Supervisors and Coordinators to ensure that:• New HTC sites are properly assessed and certified.• HTC counsellors are effectively performing their counselling and HIV testing duties.• That HTC registers are properly being filled in and that all HTC related data in Prevention of Mother to Child Transmission (PMTCT) registers is also collected. • Accurate and timely HTC data collection, analysis, and reporting to the District Health Office, Zonal Office and Headquarters.• That all Essential Medical and Laboratory Services (EMLS) forms relating HTC Kits logistical system are being filled in as required at all HTC sites.• Ensure that district based HTC supervisors are conducting regular direct observation of HIV counselling sessions which should be followed by immediate feedback, to all newly trained and qualified HTC counsellors.3. Promoted the spirit of individual responsibility and commitment among all HTC Counsellors, including PMTCT providers who are providing HTC services in Anti Natal Clinic and Maternity Settings, to provide quality HIV counselling and testing to all clients.4. Assisted in monitoring the quality of district/zonal based HTC trainings. 5. Assisted district based HTC supervisors/Coordinators to identify HTC refresher training needs, organisation and coordination of such refresher trainings, either at district level or zonal level.6.  Oversaw all planning, organizing, advertising, and monitoring of all Post Test Club (PTC) activities in the centre and, 6 field stations. Provided supportive and preventive counseling, FP and STD advises to all PTC members who visited the medical booth. Provided referrals for clients who needed additional services that were not available at the AIDS information Centre. Advocated for and encouraged sector wide social political and administrative support for gender and development in relation to HIV/AIDS. Trained, monitored, and supervised the performance of peer counselors and Reproductive Health volunteers. Collected all PTC and medical booth data, and liaised with the branch manager and the MIS, Evaluation and monitoring department. Recruited clients who tested for HIV into the PTC for on-going supportive counseling. Reviewed sectorial policies and program and action plans to ensure gender responsiveness. Established 6 local Post Test Clubs in the selected district sites (indirect sites/field stations) Carried out support monitoring and supervision of local PTCs in the indirect sites on quarterly basis. Kept an up-to-date inventory, and supervised the usage of all PTC property in the centre and indirect sites. Prepared work plans and budgets for PTC activities for both the main and local/district PTCs on quarterly basis. Wrote quarterly reports. Kept notes of all peculiar, extraordinary or challenging cases handled.
