Serving as the Interoperability Manager at the Department of Emergency Management (DEM), Ms. Chen is primarily responsible for managing the deployment of the BayWEB/FirstNet System, one of the first 700MHz, public safety broadband networks in the United States. She also serves as the point person in regional technology initiatives and projects related to public safety and telecommunications interoperability. Prior to joining DEM, Ms. Chen worked as the Application Manager in SF Municipal Transportation Agency for ten years, managing a team of engineers responsible for Development, Operation Maintenance, and Supports of Enterprise Database and Application. Ms. Chen began her career with San Francisco as an IT manager working on the City’s E911 project, which included the deployment of Computer Aided Dispatch System and HRMS Systems
