Manage the procurement and related finance and logistics activities of the company’s core businesses, adhering to the established guidelines (company’s policies and procedures).Plan, define, coordinate and administer the strategic goals of the procurement department in order to meet the company’s needs.Assesses total costs of company purchases and identifies where potential savings can be made.Develops and implements strategies for procuring, storing, and maintaining stock levels.Development and implementation of procurement & inventory management procedures, ensuring strictly continuous adherence.Nurtures suppliers’ relationships to negotiate the best prices and ensure suppliers’ database is updated on a regular basis.Review and negotiate purchase orders, purchase agreements and other company’s supply contracts to the appropriate service level and cost.Oversee purchase orders issuance to vendors after verifying that the price and payment terms are satisfactory and in full compliance with the company chart of authority regarding approval limits.Review purchase orders / Supply agreement terms and conditions, coordinate compliance, variation orders and to cover all other potential fields of dispute.Negotiate long term supply agreements and credit facilities / conditions.Maintain market intelligence on the company’s field of activities equipment and materials supplies. Stay informed on all new available sources of supplies.Carry out any other tasks required by the Executive Management.

Listed below are additional work loads and responsibilities.Coordinate financial activities within and outside the Company (suppliers).Preparation of Commercial Evaluations.Preparation of Procurement financial reports (Cost Evaluation Reports, Payment Forecasts, Currency Hedging and Payment Schedules, LC Schedule, Bank Guarantees).Prepare and collect financial reports (M/Y Requisition Log, Record of Invoices and Payments) for purchasing activities done for PSY when M/Y in KSA.Assist in the preparation of supplier’s annual evaluations.Act as deputy to the Procurement Manager at his request.Perform other duties as required by the Procurement Manager.

Receives and review purchase requests from the originators and ensure that are consistent with the approved value limit.Prepare and send out RFQ to the local and international market utilizing the appropriate distribution and communication channels.Ensure that project standards, specifications, related documents and drawings are clearly identified and described in the RFQ.Liaise with the Procurement Section staff to develop the bid evaluation criteria and ensure that all bids are treated in a fair and equitable manner.Provide necessary interpretations and clarifications to incoming Bidders’ inquiries and questions in liaison with the concerned technical & engineering sections.Participate in opening proposals (sealed bids) and ensure that all proposals information and related documents are precisely evaluated.Evaluate bids commercially, review and comment on special payment billings.Coordinate with the technical bid opening committee to evaluate and rank bids based on the predetermined evaluation criteria and obtain committee approvals on the winning list.Create Purchase Order upon the final approval of the Awarding committee and ensure the accuracy of all related details.Monitor the progress of the Purchase Order and follow-up with the vendors to ensure compliance and resolve any pending issues in a timely and professional manner.Initiate and process revisions that establish scope and effects on cost and delivery schedule.Process and administer any amendments (change order/ variation order) if necessary on the purchase order. Coordinate shipping and custom clearance activities.Coordinate material inspection and material receiving with project sites and quality control section.Provide procurements and material status reports to Dept. Head, and Project Manager.Manage existing supplier’s contracts, performance evaluation, quality, and delivery performance, negotiate price contracts and execute renewals or establish new supplier contracts.
