I work with government and private industry to provide economic advice in the energy, transport and telecommunications sectors, as well as legal and competition matters spanning a multitude of areas.I specialise in the following areas:• Competition economics• Data analytics and visualisation• Statistical and econometric techniques• Economic modellingSelected cases:• Review of Consumer Protection and Competition in Markets for General Insurance: Frontier Economics and Johnson Winter & Slattery were engaged by the Emergency Services Levy Insurance Monitor of New South Wales to review market competitiveness and the consumer protection framework applicable to general insurance in Australia. Jun Kai was part of the team that provided a detailed review of other studies into general insurance, including the degree to which the insurance market was subject to material consumer behavioural biases which were adversely affecting competition. The team also analysed consumer protections applicable to the purchase of general insurance, before providing suggestions for regulatory improvements based on international and cross-industry precedents (2018).• Advice on Modelling of Broadband Benefits: Frontier Economics was engaged by Queensland Treasury Corporation to estimate or confirm a number of key inputs used in economic and financial modelling of a proposal to reduce the price of backhaul services to regional Queensland. Jun Kai reviewed and proposed revisions to the modelling inputs. He also qualitatively reviewed the social benefits of better broadband access. (2018).• Introduction of Third Party Access: Jun Kai is part of the Frontier team assisting Gas Malaysia Berhad (an integrated natural gas and distributor and shipper in Malaysia) on its response to the introduction of Third Party Access (TPA) for the Malaysian gas sector.

Assist in the application of economic theory and empirical methods to client legal and regulatory matters across EMEA.Selected competition policy cases:● Assessment of Local Competition and Geographic Market Definition in Mergers and Market Investigations: With Compass Lexecon Jun Kai has assisted various businesses that compete locally in their merger filings to the EC and the UK CMA, either assessing or minimising the risk of intervention by the regulators. Notable cases include: Sports Direct/JJB Sports (UK 2012), Cineworld/City Screen (UK 2013), Spirit Pub Company/Greene King (UK 2015) and Ball/Rexam (EC 2015). Jun Kai has also advised a major supermarket chain in Israel on local market definition in the Israel Food Act based on a comparison with the UK groceries market investigation (2014).● UK Retail Energy Market Investigation: With Compass Lexecon Jun Kai assisted one of the Six Large Energy Firms in the UK in all its responses to the UK CMA’s investigation of the UK retail energy market. In the discovery phase, Jun Kai reviewed the client’s internal documents, data and pricing models for competition risks. Subsequently, Jun Kai participated in several rounds of data disclosures by the UK CMA providing access to all Six Large Energy Firm pricing data, consumer survey data and the CMA’s analyses supporting its final report, where he drafted responses on behalf of the client evaluating the CMA’s methodologies and presenting alternative insights based on the data. (2014-2016)● Multinational Merger Filings: With Compass Lexecon, Jun Kai provided support to the largest multinational companies in the world in their merger filings to the EC and other national competition authorities. Notable cases include: Bayer/Monsanto (2016); London Stock Exchange/Deutsche Bourse (2016); Marriott/Starwood (2016); Ball/Rexam (2015) and Publicis/Omnicom (2013).
