Prepared, conducted and documented on-site audits of approved pretreatment programs for compliance with Texas Pollutant Discharge Elimination System permit requirements, state, and federal regulations, including industrial user site visits to assess compliance. Assessed industrial user’s permit for production-based categorical standards, flow and production rates used to develop permit limits, assessed combined wastewater formula, flow weighted average formula and local limits. Calculated technically based local limits and incorporated into pretreatment program modifications. Reviewed industrial user management plans such as BMPs and/or pollution prevention alternatives, slug discharge control plan, and spill prevention, control, and countermeasures plan. Prepared audit reports and communicated information findings to municipalities, industrial users, and EPA. Issued notice of violation letters in accordance with the Enforcement Initiation Criteria. Evaluated annual reports, industrial waste surveys and made complex categorical determinations for industrial users. Served as a mentor to pretreatment coordinators and interns and conducted training.

Evaluated municipal wastewater permit applications submitted for coverage under the Texas Pollutant Discharge Elimination System permit (TPDES) and Texas Land Applicant permits (TLAPs). Performed technical review in accordance with wastewater treatment facility design criteria. Assessed pollutant analyses submitted with permit application for TDPES and performed water balance calculations for TLAPs. Prepared draft TPDES wastewater permits in accordance with state and federal regulations. Participated in resolution of contested municipal permit application, including alternative dispute resolution and public meetings. Communicated the applicability of federal and state requirements to permit applicants and the general public. Served as team member on rule development for effluent guidelines and standards.
