Current• Lead and provide continuous coaching for technical and analytical staff responsible for the development of HR applications and the ongoing maintenance of HR data/processing in-house applications.• Direct the design implementation of relational database system applications to meet HR-related emerging transaction processing and/or informational needs, requiring extensive knowledge of data structures and flows, and the legal and/or regulatory parameters of the City’s oversight and administrative agencies.• Direct the development of specialized forensic data analysis applications to meet non-routine management information needs, or to identify specific problems and potential solutions, developing and implementing productivity-enhancing automation applications; and supervising/developing subordinate staff in the unit on an ongoing basis. Develop long and short-term plans for designing and implementing HR systems for DSS, recommend application design, maintenance, and enhancements to existing software after determining the user need; actively participate/assist in the preparation of program specifications; and ensure accurate documentation of all in-house applications.• Provide technical liaison with counterpart management and staff in Information Technology Services (ITS) within DSS, and with the oversight and administrative agencies, furnishing quick turnaround analysis to HRS’s customers with non-routine IT needs, often using cross-platform data transfers to secure the required information.• Analyze user requirements and alternatives for the design and implementation of state-of-the-art information systems or network computer programs of various types, preventing redundant information and the management of the efficient use of data in the agency.• Determine/analyze user requirements and their relation to HR data and reports; conduct feasibility studies on new systems or request modifications to existing systems.
