About Justin Clark-Casey

I'm a technical leader, programme manager and software architect who has worked in many contexts, from running my own consultancy through to academia and corporations such as IBM and Intel. I now specialize in producing strategy and co-ordinating its implementation between multiple internal and external teams and organizations. I have extensive experience in leading and working with open-source, matrixed and online communities, including helping to chair and run technical conferences and coordinating work in research infrastructures. A major interest is in working with distributed compute, knowledge and data systems, especially in the context of the continuing emergence of big data, machine learning and increasingly distributed data interconnection.

    I lead a software development team working on the Data Coordination Platform (DCP) for the Human Cell Atlas (https://www.humancellatlas.org/), a project to create comprehensive reference maps of all human cells. The DCP will be a sustainable petabyte scale platform to manage and use biological data in the cloud. This is in conjunction with organizations such as the Broad Institute and the Chan Zuckerberg Initiative.I handle strategic issues for the team and lead development of the technical architecture to achieve our requirements, particularly those of system scalability and reliability. The architecture is based on message queues and microservices running in AWS and GCP, with the latter written in Python, Java and Javascript. I also line manage the team (5-6 developers) members and ensure that we are using agile and responsive development processes. Finally, I help mentor and grow the skills of my developers, acting as a software development manager.Outside of software development and team management, I coordinate with the other institutes in our consortium and represent the team at project meetings and international conferences.

    Technical coordinator for the UK node of ELIXIR, the European research infrastructure that coordinates, integrates and sustains bioinformatics resources across its member states. The UK node currently has 15 member organizations, including Imperial College and the universities of Cambridge and Oxford.As technical coordinator, I help member organizations and others integrate their bioinformatics resources with the technical services offered by other groups within ELIXIR, such as common infrastructure to perform researcher authentication and authorization, cross-resource bioinformatics workflow languages and data interoperability standards.     Operated my own consultancy in the field of open-source 3D virtual environments.Negotiated and performed short and long-term contracts with organizations including Intel, Sandia National Labs, McMaster University and Wright-Patterson US Air Force Base. Also consulted with smaller organizations, startups and both for-profit and non-profit organizations.Managed and developed OpenSimulator, a large (>500 KLOC) C# .NET open-source codebase that implements a distributed multi-threaded server system on the Windows, Linux and Mac OSX platforms. These ranged from distributed system and component-level architectural decisions through to security concerns, project culture and processes, and code contribution review and acceptance.

    I was the co-chair of the very first OpenSimulator Community Conference (in 2013) and the research and development track lead of the 2013 and 2014 conferences. This conference is a pure online event hosted by the OpenSimulator software itself. As co-chair I played a critical role in establishing and nurturing the new relationship between the two organizations producing the conference (Avacon and Overte), as well as performing numerous high-level tasks such as pursuing sponsorship and organizing panel discussions.I was also lead of the technical team for the event. In this role I made considerable performance and functional improvements to the OpenSimulator software, especially in terms of load testing and gathering performance data for later replay and analysis.
