• Supervision of four Senior Maintenance Supervisors, numerous Construction Supervisors on a number of capital projects and one Assistant Engineer.• Good understanding of workplace health and safety principles and systems (including review of Safe Work Method Statements and WH&S Management Plans - formally Construction Safety Plans).• Review of project design plans and research into the various standards and specifications.• Development and project management of the annual maintenance, reseal, resheeting and shoulder resheeting budgets.• Project time and cost management including use of Gantt charts.• Development of the Ten Year Road and Footpath Capital Works Programs.• Involved in financial modelling and reporting for projects and programs.• Development of project management plans for capital projects.• Ongoing quality control of projects utilising Council’s Quality Management System.• Preparation of grant submissions and project monitoring including Blackspot, R2R, R4R and TIDS.• Involved in the development of Traffic Management Plans and Traffic Guidance Schemes.• Experience in procurement including the development of Council contracts • Good communication skills with members of the public, service authorities, external clients etc.• Development of reports and presentations for Management and Council meetings.• Strong skills in computer software including Microsoft Office suite, field specific software.• Adherence to corporate standards and customer service charters.• Delivery of Operational Plan key performance indicators and deliverables.

• Extensive involvement in the development of Council’s Quality Management System using ISO9001:2008 Quality Assurance Standard with a detailed understanding of quality principles.• Development of procedures and forms including development and review of construction procedures, inspection and test plans and project management plans. • Obtained TMR Prequalification Status to allow Council to apply for TMR capital contract works.• Involved in the internal auditing of Council’s Quality and Environmental Management System. • Engaged as Contractors’ Quality Representative (CQR) on a number of road capital projects Council was awarded by TMR, involving addressing any quality related issues that would arise as well as maintaining the currency of project documentation in conjunction with the Construction Supervisor.• Review of construction processes between various construction gangs in order to document these processes in line with the construction procedures.• Coordination of Road Condition Assessment by external consultant.• Extensive involvement and support for SRRC’s NDRRA flood recovery efforts for the declared flood events between 2010/11, 2012 and 2013 including development of Emergent Works claims and project cost management for Council delivered restoration works

• Development of Council’s asset management plans for a number of asset categories including roads, bridges, culverts and facilities.• Analysis of existing asset register data for use in asset management plans and asset modelling.• Asset life cycle modelling to ensure sustainable asset management by identifying maintenance and renewal requirements and comparing this to available expenditure and assessing the long-term impacts on levels of service.• Identification of asset quantities, asset condition, useful and remaining lives, treatment types and unit rates, intervention levels and existing asset expenditure for the purpose of asset modelling.• Use of Asset Management guidelines and manuals, such as IIMM, and IPWEAQ Condition Assessment and Asset Performance Guidelines. • Knowledge of internal Council documentation relating to asset management including Council’s Asset Management Policy and Strategy.• Liaison with key stakeholders within Council including asset owners and the Finance Department for the development and ongoing management of asset management plans drawing on local knowledge within key functional areas.• Involved in regular Asset Management Group Meetings with various departments to discuss ongoing asset management requirements.• Assessment of traffic related requests to meet the requirements of the MUTCD.

· Exposure to Council’s Workplace Health and Safety System ‘SafePlan 2’.· Support in the review and update of Council’s project management plans including Workplace Health and Safety Management Plans, Environmental Management Plans and Quality Management Plans.· Use of Council’s mapping software ESRI including Arcmap in the development of custom map layers for various purposes including data analysis and reports.· Support to Senior Works Engineer in the gathering maintenance expenditure data from the financial system and documenting in a spreadsheet for the purpose of aiding in the development of the maintenance budget.· Exposure to capital project requirements and given tasks to support the Senior Works Engineer deliver capital projects.· Exposure to project estimates· Support to the Senior Works Engineer in the development of the road ten year capital works program.· Review and update to Council’s documented claim process for the RMPC contract.· Practical Experience in civil construction and earthmoving activities through work on a construction crew on a landfill cell construction project.
