Parsons Brinckerhoff is the programme management consultant on Ashghal’s National Local Roads and Drainage Programme (LRDP). At an estimated cost of QAR 117 billion (USD $32 billion), LRDP entails construction or upgrading of more than 7,000 kilometers (4,350 miles) of roads, a drainage program that covers 62,341 hectares (154,000 acres), and enhancements to sewage, water and electricity networks across 5 geographical areas. Environment and Sustainability Lead involves managing all environmental and sustainability aspects of the programme, including permitting requirements during the design and construction. This includes providing technical review and feedback on environment and sustainability reports to support the design and those required by MoE to support the Environmental Permitting Process prior to construction contracts being awarded. Aspects include geoenvironmental and geotechnical scope of works, site investigation work orders and site instructions, contaminated land assessments, air and noise modelling and assessments, ecology and biodiversity, dewatering and sustainable use of waters, recycling, sustainable use of materials and disposal of liquids and solids including hazardous wastes, cultural and archaeological heritage, and landscape change etc.. Input during construction starts with contract formation and continues until the project is closed out with all authorities.
