Responsible for training and operations planning for 12 Federal Police Officers. Operations focused on port security aboard deep draft cargo vessels and safety enforcement/education for sport fishing fleet. Managed rebuild of unit Maritime Law Enforcement training program to accommodate significant unplanned increase in assigned Reserve personnel. Developed training programs leveraging diverse skillsets of Reserve personnel assigned to division.

Houston, Texas Area

Responsible for training and supervising 17 Federal Police Officers and directing full Maritime Law Enforcement (MLE) mission set in unit area. Senior MLE operations planner, focused on narcotics/migrant interdiction, military outload security. Personnel conducted over 1,000 at-sea law enforcement operations with a one hundred percent safety record. Directly responsible for protection of Military Outload (MOL) vessels at two National Strategic Ports, safeguarded over 1.5 million metric tons of military cargo essential to coalition forces in Iraq and Afghanistan.Decorated for performance as senior Maritime Law Enforcement field officer during response to Hurricane Ike (2008). Led security operations in area inundated by 15 feet of storm surge, ensured force protection of 38 MTSA regulated facilities, conducted joint day/night operations with local/state/Federal LE agencies.

Responsible for leading eight-officer team conducting full spectrum of Maritime Law Enforcement operations in Los Angeles / Long Beach Port Complex, managed daily tasking, deployed limited resources to areas of greatest benefit. Sea Marshal program developed in response to 9/11, required any-weather any-time any-deck operations and the ability for teams to rapidly respond to a wide range of scenarios and take prompt independent action if required. Directed initial response and investigation of spills falling under jurisdiction of the Clean Water Act and/or Comprehensive Environmental Response and Compensation Liability Act (CERCLA). Investigated mystery pollution spills, gathered evidence, built case packages, issued civil penalties to violators and referred criminal violations for prosecution.
