Justin Kwan is a Senior Program Manager at the Asia Pacific Foundation of Canada, an organization focused on Canada-Asia relations. Since 2019, Justin has led the APEC-Canada Growing Business Partnership, an international development project that focuses on micro, small, and medium enterprises (MSMEs) in the Asia-Pacific, especially those owned and managed by women, youth and other underrepresented communities in Indonesia, Malaysia, Papua New Guinea, the Phillippines, Thailand and Vietnam. Currently, he is managing a C$2.31-million Phase Two expansion of the Partnership aimed at fostering sustainable economic growth in Asia-Pacific Economic Cooperation (APEC) emerging economies by improving business management practices of MSMEs to help them expand into global and regional markets.Justin is also a Non-resident Lloyd and Lilian Vasey Fellow at Pacific Forum and the Asia-Pacific “Rising Expert” Fellow at Young Professionals in Foreign Policy. He holds a M.A. in Asia Pacific Policy Studies from the University of British Columbia, where he was a Joseph Armand Bombardier Canada Graduate Scholar, and an Honours B.A. (High Distinction) in Political Science and Contemporary Asian Studies from the University of Toronto. With a background in international development project management, Mr. Kwan is a certified Project Management Professional (PMP) by the Project Management Institute. Justin's work has been published in peer-reviewed journals including Asia Pacific Viewpoint, Education About Asia, and Urban Studies, and has been featured in media outlets including The Diplomat, East Asia Forum, and The Globe and Mail.
