Justin is an experienced procurement leader who has led the establishment and management of a range of high value and highly complex procurement projects, including as Procurement Lead for the Government of South Australia's Hydrogen Project at Whyalla in South Australia which is due for delivery in 2026. Justin has a strong interest in the role that procurement can play in improving economic participation for Aboriginal communities and has led the delivery of several projects aimed at increasing the inclusion of Aboriginal businesses as part of organisation’s procurement planning. Justin has also acted as a Bid Advisor to companies looking to secure Government contracts including Data#3, Sealink and Suez.Justin is an experienced probity advisor/reviewer, providing probity advice to a range of public sector clients in SA, QLD, NT, NSW, WA and Victoria. Justin also has a strong interest in corporate governance and is a Fellow of the Governance Institute of Australia (FGIA) and a Member of the Australian Institute of Company Directors (MAICD). In relation to Procurement Training, Justin is an experienced facilitator and trainer who has delivered programs including Advanced Category Management, Preventing Fraud and Corruption in Procurement, Procurement Governance, Procurement Frameworks, Probity Awareness, Developing tender responses as well as Procurement Awareness for Executives. He has also acted as a Moderator for the CIPS Advanced Practitioner Program in South Australia.Justin holds an Executive Master of Public Administration from Flinders University, through ANZSOG EMPA Program. This was a two-year postgraduate qualification for high-performing public sector managers. Justin is also a Member of the Chartered Institute of Procurement and Supply (MCIPS) and currently holds Chartered Status in recognition of his commitment to professional development. He also holds a Bachelor of Management and a Bachelor of Applied Science, both from the University of South Australia.In 2018, Justin was the procurement lead for Australia’s largest energy storage battery which won the CIPS Award for Best Public Sector procurement project. Justin also has a strong interest in the Defence Sector including 12 years experience as a Commissioned Officer in the Royal Australian Air Force and supporting Veterans in securing improved employment outcomes.
