𝗖𝗹𝗶𝗲𝗻𝘁 𝗥𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝘀𝗵𝗶𝗽 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 | Joe is CRM for MassDOT. In this role, he identifies and tracks opportunities, coordinates CS's response to MassDOT RFPs, monitors financial performance on MassDOT projects, and collects honest feedback from the client on the firm's performance.𝗣𝗿𝗼𝗷𝗲𝗰𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 | Joe currently manages planning and asset-management on-calls with Massachusetts, New Hampshire, and Rhode Island. He was manager for the MassDOT Shared Travel Network Study, a TRB/AAMVA study on the future of the DMV, the Florida DOT Macroeconomic Analysis, and NCHRP's Scenario Planning "Lite" study. He has led CS's contributions to multiple NCHRP research projects and MassDOT's Newton Corner Long-Range Study.𝗠𝗼𝗱𝗮𝗹 𝗮𝗻𝗱 𝗦𝘆𝘀𝘁𝗲𝗺 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 | Joe managed the Maine Integrated Freight Strategy update for 2024, and was part of the leadership team for Beyond Mobility, Massachusetts's Statewide Long-Range Transportation Plan. He was a primary contributor and facilitator for "Congestion in the Commonwealth 2019".𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲, 𝗥𝗶𝘀𝗸, 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘁 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 | Joe has led the development of Transportation Asset Management Plans in Massachusetts, New Hampshire, and Rhode Island. Joe supported NCHRP project 08-113 (Report 985) to develop guidance to better integrate performance, asset, and risk management at transportation agencies; NCHRP 20-123(04) to develop a strategic plan and roadmap for Federally-funded research into risk and resiliency in transportation; NCHRP 08-151 to advance risk management at DOTs; and FHWA's Next Generation Performance Management.𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻 | Joe authored NCHRP Web-Only Document 226: Data Visualization for Transportation Practitioners. He is currently Principal Investigator for FHWA research into best practices for communicating Federal performance metrics for highway performance (reliability, delay, and emissions).

𝗠𝗥𝗣𝗜 𝗦𝗙𝗣𝗮𝗿𝗸 𝗣𝗮𝗿𝗸𝗶𝗻𝗴 𝗦𝘁𝘂𝗱𝘆 | 3-year study of variably-priced parking spaces in San Francisco attempting to link observable characteristics of drivers and vehicles to occupancy rates. Joe managed a team of observers collecting vehicle and driver data on San Francisco streets and designed a Stata code package to process the raw observations into a dataset usable for regression analysis.𝗠𝗮𝗸𝗶𝗻𝗴 𝗘𝗳𝗳𝗲𝗰𝘁𝗶𝘃𝗲 𝗙𝗶𝘅𝗲𝗱-𝗚𝘂𝗶𝗱𝗲𝘄𝗮𝘆 𝗧𝗿𝗮𝗻𝘀𝗶𝘁 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁𝘀: 𝗜𝗻𝗱𝗶𝗰𝗮𝘁𝗼𝗿𝘀 𝗼𝗳 𝗦𝘂𝗰𝗰𝗲𝘀𝘀 | Joe processed data and ran regression analyses to build models of transit system use. He wrote sections of TCRP Report 167 and is a listed author.
