Director, Public LibrariesCayman Islands Public Library Services May 2011 - May 2013George Town, Grand CaymanDirector of a national public library system with six facilities serving a culturally diverse population of 55,000 residents and expatriates. Responsibilities included management of a budget in excess of $1.5 million CI, training and oversight of 15 FTE staff members, and serving as a policy advisor accountable for liaising with other Heads of Departments, the Senior Management Team for the Ministry of Education, Training and Employment as well as other government departments including the Portfolio of Civil Service and the Deputy Governor’s Office. Accomplishments included the design and facilitation of a new library service construct through policy development and capacity building measures including a new organizational structure, new job descriptions, alignment of activity reporting structures in support of an output based budget (statistics, activities, time use, and resource allocations). This two-year contract provided an international work experience that culminated in the development of the first formal strategic plan for the public library service – The Cayman Islands Public Library Service Strategic Directions 2012-2017.

Responsibilities included management of a budget in excess of $900,000; collection development and inventory for a 160,000+ print and non- print collection; library program development and supervision; working with city, county and state government to ensure that the library system needs are met; promoting library services in the community; grant writing; preparation and publication of quarterly and annual reports; and the management of a professional and non-professional staff of twenty-seven. Additional responsibilities included serving as the bookkeeper and acting executive director for the library system foundation from its inception until 2009 during a capital campaign that successfully raised $12 million dollars for a new 40,000 square foot main library.
