I am a native of Durham, North Carolina. In 1984, I received two undergraduate degrees from Emory University. Anticipating a career in public service and after receiving the Sloan Fellowship, in 1986, I received a Master of Science degree from the State University of New York at Stony Brook in Public Policy Analysis and Management. I furthered my higher education by returning to my hometown and receiving a J.D. degree from the University of North Carolina at Chapel Hill School of Law in 1989. I have been a member of the Georgia Bar since 1989 and the California Bar since 1997 with additional certifications from the National Institute of Trial Advocacy. Since graduating from law school, I have tried over one hundred jury trials and have practiced law in state and federal courts in Georgia, California and Washington, D.C. I began my legal career by serving the State of Georgia as an Assistant Solicitor in DeKalb County and later as an Assistant District Attorney in the Alcovy Judicial Circuit. I also served the citizens of the City of Atlanta as an Associate City Attorney working in the Law Department. In 1998, I was hired by the Administrative Office of the U.S. Courts in the Defender Services Division to respond to a Congressional mandate to prepare a comprehensive analysis of costs of federal capital habeas corpus cases. I was also employed for sixteen (16) years as Corporate Counsel for State Farm Insurance Companies as a senior trial attorney. In September of 2011, I founded Morrow Law, LLC a general civil litigation firm located in East Point, Georgia. In 2012, I was appointed as a pro tem Municipal Judge in the cities of College Park, Fairburn and Hapeville, Georgia. From November 2012 through January 2016, I was also a part-time Magistrate Court Judge in Fulton County, Georgia. On August 2, 2019, I was sworn in as a Fulton County State Court Judge (Pro Hac/Judicial Officer). As such, I preside over Criminal and Civil calendars including: 1st Appearance hearings, Bond hearings, Plea and Arraignment calendars, and Garnishment/Dispossessory calendars.
