Responsible for day to day operations of wastewater collection, treatment, reuse, recharge, and regulatory services for a population of approximately 260,000 of primarily single family residential with mixed use commercial and industrial in the arid southwest. Responsible for operational planning, short term and long term asset management, budget requests, and management for enterprise and replacement funds.

Provides the engineering review of capital improvement processes or projects from design through the completion of construction. Determines if plan submissions or projects comply with applicable codes, ordinances and standards. Documents engineering requirements and monitors adherence to established requirements.Develops, implements and modifies project schedules and processes. Ensures timely development review and/or project completion. Develops and maintains records and documentation which may include project activity status reports, contracts, design and construction standards, scope of work documents, and financial documents. As assigned, develops scope of work for consultant selection and for design and construction projects. Assists in negotiating contracts and project scheduling. Administers and participates in consultant selection process. Receives and reviews developer requests and provides responses based on thorough review of needs and standards.Managing construction projects from design through project completion; Developing design and construction project scope of work and administering and participating in the consultant selection process; Reviewing the project budget, processing expenditure requests and contract amendments, approving payments and confirming funding availability.

Combat arms, combat support, and combat service support roles in support of state and federal government missions. Manage a wide range of engineering projects, including constructing roads, bases, bridges, and airfields, supporting disaster relief and civilian rescue efforts, and researching alternative engineering technology. Respond to civil disasters including critical infrastructure failures, forest fires, and civil unrest.

Design and prepare plans and specifications and cost estimates for public works projects including water and sewer lines, storm drains, irrigation facilities, sprinkler systems, paving projects and other street improvements, large scale City facilities and buildings, various park projects, and related projects.Determine steps to be taken to process project; prepare estimates as to time needed; schedule and coordinate the acquisition of data; coordinate the completion of designs in accordance with established schedule.Participate in the planning, checking, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; ensure that they meet all City-imposed requirements; analyze materials and design data submitted to the City. Recommend approval or disapproval of alternate designs or materials based upon an analysis of supporting materials from a project applicant.Coordinate public works activities with other City departments, divisions and sections and with outside agencies including consultants, engineers, developers and contractors.Provide technical and professional engineering support services relative to assigned area of responsibility; provide assistance to construction inspectors in the interpretation of plans and resolutions of problems during construction; review as-built plans to ensure compliance with original plans and specifications.Prepare special engineering studies and reports; perform special assignments on engineering problems as necessary; prepare specific studies for council presentation and other City sponsored study groups;

Project management of Capital Improvement Project initiating, planning, monitoring, controlling, design, and closeout as part of a multi-disciplinary production team. Coordination of multiple projects, client development, and project budget control.Development of project budget funding, manage schedules, ensure project stakeholder coordination, facilitate public and Council involvement, design and construction activities.

Construction drawing plan review with focus on hydrology and hydraulics in support of private development projects. Development of regulatory review processes, engineering tools, and standard revisions for public use.Management of high risk project permitting, field inspections, as built submittals, public interface, and public outreach.

Assist senior staff with design, project management, and construction services of water/wastewater utility projects for private and public clients. Design Projects include waste studies, waterlines, booster pump stations, water treatment facilities, wastewater studies wastewater pump stations, gravity sewers, wastewater treatment facilitates, and force mains.
