Ms. Scott is a licensed Professional Engineer in Civil Engineering with 28 years of experience and more than half of that is focused in the transportation industry. Her strengths include the ability to actively listen and interpret the needs of her clients to develop a strong and dynamic road map for the success of your team. She utilizes her technical skills as an engineer to work toward a common goal for the benefit of all and has been successful in working with community groups to garner support of projects to benefit the public. She employs the principles of project design/ management, capital planning and financial programming to provide a complete solution to your issues.Over her career, Ms. Scott has held a varietal of positions including CEO, VP, (Deputy Executive Director), Director, Manager, Project Engineer and Professor. She most recently completed the role of CEO for the Louisville Regional Airport Authority (LRAA) where she managed the day-to-day activities of both Louisville International Airport and their general aviation reliever airport, Bowman Field. Ms. Scott’s experience traverses a diverse landscape of businesses including water, wastewater, transit and aviation; and while each brings its own unique challenges, she is able to utilize her experiences collectively to present her clients with the ability to chart a strategic trajectory for their organization.

Executive level position responsible for serving as the top aviation/airport executive for Louisville International Airport and Bowman Field. Responsible for overseeing the day-to-day, ordinary course of business operations and activities of the Louisville Regional Airport Authority. Directs the management of the authority’s staff, budget, and compliance for both airport facilities. Develops and oversees implementation of the vision/mission, strategic goals and objectives, and tactical plan development for the organization and its staff.

Adjunct Professor position within the Civil and Environmental Engineering Department for the J.B. Speed Scientific School at the University of Louisville. Responsible for creating class room content, development of student assessment tools (exams, homework and other assessments), and delivery of course material for 1-3 undergraduate and/or graduate courses per semester within the civil engineering curriculum. Undergraduate courses included Transportation Systems Engineering, Engineering Mechanics I (Statics), Field Measurements (Surveying), and Field Measurements (Surveying) Lab. Graduate courses included Graduate Capstone (M.Eng Project Design) and Planning and Design of Airports.

Senior level position responsible for client development and project management for multiple lines of business including aviation, water, waste water, facility architectural renovation/rehabilitation, and multimodal transportation systems. The position generally served the Ohio River Valley region including Kentucky, Ohio, Indiana and Tennessee, but was available to expand to other regions as necessary. Immediately upon acquiring the position, led an initiative that resulted in receiving a $1.24M design fee for a critical waste water facility in Louisville, Kentucky; and within four months of acquiring the position, secured several aviation planning initiatives with the Louisville Regional Airport Authority to support their Group VI implementation initiative and Airport Terminal Renovation program. The position also provided the opportunity to lead staff on several initiatives in support of domestic Department of Defense aviation initiatives, utility infrastructure support within the gas and electric industry and the revamp of the quick-turn around rental car facility for a commercial service airport. The position also required support of existing client relationships as well as the establishment of new client partners within the service area.

Executive level position responsible for the Planning and Engineering division of the organization. The position also served as the Chief Planning Officer for the authority. Responsible for developing the 5-year capital improvement program, initiating and completing required planning and feasibility studies, implementing engineering design and executing construction activities for the assets associated with both Louisville International Airport and Bowman Field.Within four months of acquiring the position, completed the programming of federal commitments allowing the organization to secure an additional $2 million dollar discretionary grant; Consistently able to program federal funds for a variety of airport-related construction projects yielding the opportunity to secure additional discretionary funds.

Director of Asset Management and Strategic Planning.Responsible for establishing the strategic direction for the organization, including the completion of engineering evaluations and feasibility studies for the development of an annual 10-year capital improvement program. Directed both external consultants and internal staff on the execution of the capital program. Utilized existing demographic data and projections to forecast transportation needs in the community and develop a long-range transportation plan for the organization. Identified and pursued new sources of funding for implementation of the capital improvement program. Transportation Tomorrow (T2) Director/ Technical Program ManagerManaged and directed the activities associated with the planning, development and engineering design of a light rail transit system for Louisville. Managed consultants and internal staff to provide the deliverables required for the New Starts Fixed Guideway process, including the development of an Environmental Impact Statement for the corridor. Prepared federal grant applications and managed the funds appropriated to the project. Completed a $7.8 million engineering consultant contract for the preliminary engineering design of a light rail system on time and on budget. Managed a team comprised of consultants and internal staff on the development of the technical components of the light rail project. Completed a Draft Environmental Impact Statement for the locally preferred alternative. Coordinated stakeholder meetings and open houses on various alignment alternatives and conducted presentations about the project to community representatives and neighborhood groups.

Manager, Information Technology for Distribution Operations /Group Leader, Gas Maps & Records Manager, Information Technology for Distribution OperationsEstablished strategic technology direction for the gas and electric operations of LG&E. Managed a team comprised of consultants and internal Information Technology staff on the implementation of technology projects. Developed a 3-year Technology Strategic Plan and business case justification for technology projects associated with gas and electric operations. Launched $25 million IT integration program within six months of acquiring this position and developed a 3-year Strategic Plan within four months of acquiring this position. Group Leader, Maps and RecordsLed the Maps and Records Department within the Retail Gas Business and directed gas business initiatives for the Company’s Geographic Information System (GIS) platform (Smallworld). Managed the planning process for the capital budget, provided oversight to revise the Company’s OM&I manuals and initiated modeling projects on the Company’s Stoner gas modeling system. Completed gas data conversion for the Company’s GIS three months earlier than projected and under budget by 15 percent. Launched the project to revise the Company’s outdated OM&I manuals.

Manager, Planning Infrastructure/ Planning Engineer/ Associate Engineer Manager, Planning InfrastructureManaged a staff responsible for hydraulic modeling, business development, infrastructure renewal, capital budget preparation, engineering evaluations/feasibility studies and Geographic Information Systems (GIS) applications and planning. Experience included a working knowledge of every aspect of this department. Completed hydraulic modeling, feasibility study and incorporation of assets for an adjacent water district two months earlier than projected and developed a 20-year Capital Budget within the four month period projected and 15 percent under target budget. Planning EngineerManaged the development of the Company’s $8 million annual infrastructure renewal program. Completed engineering evaluations and feasibility studies for acquisition of adjacent water districts, and developed the Company’s capital budget. Utilized spreadsheet applications, statistical software, and Geographic Information Systems (GIS) software packages to analyze internal data on water main break activity and overall asset performance. Completed a statistical evaluation of asset performance enabling the Company to reduce capital expenditures on pipeline projects by 20 percent annually and automated the analysis of the infrastructure renewal program to reduce planning time by six months while continuing to meet the objectives of the program. Performed facility design, project budgeting, easement acquisition, cost control and construction site management for projects in the range of $2 million dollars annually.
