The Senior Monitoring and Evaluation Specialist is primarily responsible for systematic monitoring, evaluation, and learning for USAID Biodiversity (Jal Jangal). Maintain/update database systems for both quantitative and qualitative data, collect/report all data/information/evidence, and provide activity status updates and periodic data reports to the supervision of Monitoring and Evaluation (M and E) Manager. Responsible for undertaking routine monitoring activities and supporting partners’/field teams to provide timely and evidence-based reporting on USAID Biodiversity (Jal Jangal) activities. Carry out comprehensive field monitoring to ensure that activities are implemented per program design and reflect appropriate indicators and targets.

The Monitoring, Evaluation and Learning (MEL) Specialist will support the implementation of the program’s MEL activities and data reporting requirements. He will also serve as a liaison for USAID on MEL matters and any external evaluation contractors, as requested. In coordination with the MEL Lead, he will ensure that all MEL requirements are fulfilled to achieve the best result. This includes executing MEL activities as per the project’s MRL plan. The MEL Specialist will lead and coordinate MLE project plan, develop MEL tools and templates, monitor project quality and performance, facilitate quarterly review of CSOs, ensure data quality and lead the internal and external Data Quality Assessments (DQAs) ensure and maintain project data and quality in MIS, update project results and timely accomplishment of all MEL related activities. The MEL Specialist will also carry out donor reporting (DIS and DEC), collect data for learning documentation, and indicator reporting.

Major responsibilities: • Plan and implement the project’s overall M&E activities such as monitoring, evaluation, surveys and knowledge management. • Manage knowledge and experience of principles, procedures, and modalities of food for asset (FFA) /cash for asset (CFA) as well as on SCOPE registration and maintain data. • Lead the process of donor reporting as photo monitoring, SCOPE reporting, eSPR reporting and quarterly reporting.• Lead in data entry, analysis, verification, and cross-checking of project activities as well as support in beneficiary registration and conditionality checkup-related activities.• Analyze monitoring results with the project team and recommend necessary action to adjust and refine program planning and decision making.• Support and contribute to the organization in overall development and dissemination of knowledge and experience through enhanced communication, strengthened knowledge products and publications. • Lead, coordinate and support the design, development, and implementation of M&E-related capacity-building activities for the project team and partners’ staff.• Document and promote good practices, knowledge management and institutional learning around M&E approaches. • Conduct report and indicator checks during monitoring visits to maintain quality control of internal and external reporting for the project and capacity building of partner team accordingly.• Coordinate, network and maintain good relations with local government authorities, I/NGOs, government institutes, private sectors, thematic networks, and other stakeholders. • Ensure that the project detail implementation plan (DIP) is on-track and follow-up project activities/output/ outcome against the timeline.• Ensure transparency, accountability, complaint response mechanism and inclusiveness in information management in the project.

Major responsibilities: • In charge of planning, monitoring, and evaluation of project activities. • Led the capacity-building activities for the field team on the MEL system, tools, templates, and guidelines.• Develop M&E strategy, framework and plan, monitoring method, tools and guideline, and ensure data quality of the project• Implement M&E activities (routine and result monitoring) prepare monitoring reports and share with team in a timely manner for informed decision-making to improve the project. • Prepare and submit quarterly workbooks (technical progress reports), and event reports to the project coordinator and other concerned line managers as per requirements and support the project team to produce semi-annual, annual, and project completion reports. • Lead over all process (develop questionnaire, prepare sampling, data processing, analysis and report production) for baseline and end-line survey• Support cross-learning between different projects and district team in the region and share sector learning on common/relevant themes. • Facilitate capacity-building activities for the project team, women groups, girl groups, Female Community Health Volunteers (FCHVs) taskforce and their networks, and local government body on accountability and participatory planning and budgeting process. • Incorporate conflict easing as well as peace-building prospects while implementing and monitoring the project in participation with primary stakeholders and beneficiary groups.
