    The European eCall and E Safey Platform aims bringing together all relevant stakeholders in the implementation of the pan-European eCall system. eCall is an eSafety technology that is promoted by the European Commission. The technology intends to bring rapid assistance to motorists involved in a collision anywhere in the European Union. Many organisations are involved with the wide-deployment of this technology across Europe, focusing on different aspects of eCall including in-vehicle systems, wireless data delivery, and Public Safety Answering Points (PSAPs).eCall is a system that provides an automated message to the emergency services following a road crash which includes the precise crash location. The in-vehicle eCall is an emergency call (an E112 wireless call) generated either manually by the vehicle occupants by pushing a button or automatically via activation of in-vehicle sensors after a crash. When activated, the in-vehicle eCall device will establish an emergency call carrying both voice and data directly to the nearest emergency services (normally the nearest 112 Public Safety Answering Point, PSAP). The voice call enables vehicle occupants to communicate with the trained eCall operator. At the same time, a minimum set of data will be sent to the eCall operator receiving the voice call. The minimum set of data contains information about the incident including time, precise location, vehicle identification, eCall status (as a minimum, indication if eCall has been manually or automatically triggered) and information about a possible service provider.These eCallsystems aim to reduce the time between when the crash occurs and when medical services are provided. The following tasks are within the scope of this project:1.Review existing data sources, structures and use of data by manufacturers and third-party users. 2.Determine the most cost-effective, lowest footprint distribution medium for vehicle repair information 3.Specify an information structure that is commonly supported, open, public, easy to understand (for both people and computers) and accessible (e.g. XML, although other mediums will also be considered). 4.Identify industry-standard vocabulary such as keywords and elements (e.g. ISO 15031-2 (J1930) "OBD Terms and Definitions"), determine if such standards are applicable for the purpose of this project and, where necessary, take steps to either develop new standards or expand the scope of existing standards. 5.Identify features necessary for access to information (e.g. search engines) that can be correlated to the document structure and/or content, including access to information in manufacturer-specific tools, packaging of information to make viable cost units, application of "pass-through" programming 6.Establish minimum (or ideal) configurations for end-user access, with an emphasis on open or ubiquitous standards: a.identify the most common hardware platform(s), including operating system(s);b.identify the most common software and/or interfaces.7.Establish the performance criteria for provider information delivery systems (e.g. monitoring of web-site performance). 8.Determine method and intervals for ongoing review and updating of specifications. 9.Demonstrate at least three reference implementations made in accordance with the specifications 10.Recommendation for application of the results of the project.

On April 15, 1996, stakeholders established the ODI Foundation (Independent Expert Inspectors and Advisors). The reason for this initiative was the increasing need for demonstrable independence and expertise from inspectors and advisors.Not only CUR / PBV Recommendation 44 refers to this independent expert.
