Served as NGA’s CAE and Director of Acquisition Services. Oversaw acquisition functions within NGA, directed acquisition policy, provided strategic, programmatic and technical oversight for architectures and all acquisitions, including oversight and supervision of the Small Business Office. Led the 900+ member Acquisition Workforce. Served as the NGA Milestone Decision Authority. Led NGA’s Agency Agility Initiative, driving agile techniques and methods into acquisition; wrote/published the NGA Acquisition Strategy, focused on advancing agile acquisition principles, migration to a cloud-based infrastructure and marketplace transparency; wrote/published the Acquisition Workforce Strategic Plan, to grow the technical capabilities of the workforce, and create a customer-centric culture; transformed the GEOINT Allied Acquisition Forum (AAF) with five-eyes partners (USA, Australia, Canada, New Zealand, United Kingdom) from an acquisition quarterly, to a multi-directional, mission- and capability-focused monthly.

As the Director of IT Oversight, I also served as the NGA Deputy Acquisition Executive as well. I was responsible for programmatic and IT oversight for all NGA systems and acquisitions. Oversaw all acquisition functions within the Agency; monitored the performance, compliance and coherence of NGA programs, managed acquisition policy, partnered with CIO on IT policy, and provided strategic oversight for the overall NSG. Ensured that each acquisition met Federal, DoD and Intelligence Community regulations. Initiated and executed agile acquisition capabilities for the NGA, directed use of the Scaled Agile Framework (SAFe) in IT programs.

Responsible for acquisition, execution and oversight of all contracts for acquiring commercial imagery, data, products, and services, including programmatic planning, governance, dissemination and integration of US commercial satellite and airborne as well as sharing arrangements/service agreements with seven international companies, a portfolio exceeding $8B

Deputy Director, Acquisition Engineering Group and Deputy Chief Engineer of the NGA. Responsible for Agency-wide systems engineering and IT integration of NGA systems developed for and deployed to GEOINT users around the world. Programmatic and technical oversight of engineering, architecture and transformational leadership across NGA.

Director, Future Imagery Architecture (FIA) Joint Management Office (JMO). Congressionally directed joint office to provide independent assessments of NRO’s and NGA’s FIA progress. Delivered the end-to-end FIA program plan and performance baseline. Provided quarterly assessments to Congress, the Director of Central Intelligence and Department of Defense Leadership.

Planned, organized, directed and implemented the FIA NSG systems requirements, development, acquisition and sustainment. Established the baseline requirements and user conops for the community to exploit FIA data. Collaborated across both agencies, with IC and Congressional oversight to allocate the requirements and obtain the resources NGA needed. Briefed HPSCI, SSCI, HAC and SAC quarterly. Delivered all collection, tasking, production and exploitation capabilities for FIA on schedule and within budget.
