Financial Management Analyst - (Compacflt)
Current• Support the U.S. Pacific Fleet Budget Submitting Office (BSO) 70 comptroller shop.• Manage financial accounts for Official Representation of Funds (ORF), Foreign Military Sales (FMS), Pacific Missile Range Facility (PMRF), Commander U.S. 7th Fleet (C7F), and Commander U.S. 3rd Fleet (C3F).• Oversee Labor/Civilian Pay for Operational Target Commands (OPTAR) that consists of 7th Fleet, 3rd Fleet, Tactical Training Group Pacific (TTGPAC), Expeditionary Warfare Training Group Pacific (EWTGPAC), Pacific Missile Range Facility (PMRF), NMC CONUS West Division, and NMC East Asia Division.• Review, approve, and process funding document requests from ORF customers to ensure funding is being submitted/used correctly and is not an exception to policy according to SECNAV instruction. • Create SOP’s and desk guides for standard financial management procedures to ensure accurate execution.• Streamline and identify ways of improving efficiency within my programs and others at comptroller level.• Develop labor execution reports to highlight FMS-Admin funding each month while also performing labor budget allocation forecasting towards the end of each fiscal year.• Experience cutting and reviewing funding document requests from financial accounts such as air operations (1A1A) and ship operations (1B1B).• Knowledge in using various Navy systems such as CFMS, SABRS, SMARTS, COBRA, DAI, LASERFICHE, PBIS, DCAS, MISIL, PIEE, ADVANA.• Fix and identify numerous key performance indicators (KPI’s) such as unmatched disbursements (UMD), common interface file (CIF) errors, negative unliquidated obligations (NULO), abnormal accounts payable (AAP), etc using research analysis and manual corrections. • Provide quick, timely, and efficient responses to Command POC’s within 30 minutes during normal working hours.• Have strong rapport with POC’s, PACFLT supervisors, and comptrollers to ensure the Navy’s mission is being executed.
