At the IRS, Kate led software development, maintenance and testing of all software used by 90,000 internal users and 100M+ external customers to provide tax administration for the U.S. Federal Government. • Served as senior technology advisor to Commissioner and Deputy Commissioners of the IRS, as well as Business Unit Leadership, on technology, modernization programs, legislative changes, and risk management. Advised internal and external auditors on IRS technology operations and advancement progress.• Helped the IRS enter the digital era by delivering technology advancements, including, modernization of high-volume/high-availability transaction processing systems, creation of individual taxpayer account database, significant improvements in web and mobile-based customer service applications, and increased use of data analytics for fraud and compliance activities. Increased mobile self-service by 230% to over 120M interactions.• Provided near real-time response to taxpayers regarding acceptance or rejection of electronically filed tax returns by implementing modernized electronic filing system for individual tax returns. Surpassed congressional goal of 80% by achieving 85% of all tax returns filed electronically.• Saved $30 Billion of taxpayer dollars with new data models that more than doubled amount of revenue protected from fraud in IRS history. Leveraged Machine Learning and Big Data technology to improve analytics capabilities.• Expedited updating of taxpayer account information from nine days to 48 hours by modernizing tax processing systems built in the 1960s. Achieved 26% increase in tax refunds issued within seven days.
