As principal of Community Revitalization Strategies, provided professional services in economic and community development; downtown revitalization; historic preservation, strategic planning; local/regional market research and analysis; retail market evaluation; special district analysis and development; ordinance development and review; community building/organizational training/consensus building; planning, and design. Projects included developing strategic plans and implementation programs for organizations; identifying financial resources and developing grant applications and financial incentives for communities, and conducting training for historic preservation commissions and economic and community development organizations. Writing historic preservation ordinances, design standards and financial incentives for those programs.

Responsible for administering and managing the city of Dallas’ historic preservation and conservation program, including staffing the Landmark Commission; reviewing Certificates of Appropriateness; Conservation District Work Reviews; administering the Historic Tax Exemption Program for historic properties; compliance with the Federal 106 Program; interface with City Plan Commission and City Council; historic designations of neighborhoods and individual landmarks and zoning of neighborhoods as Conservation Districts. Oversee, direct and manage six staff members. Provide support to the Dallas Landmark Commission including training and information on current preservation issues public policy. Communicate and work with a diverse constituency including neighborhoods, preservation organizations, developers and other interested parties on local, state and national preservation issues.

Extensive experience in the use of development finance tools including various HUD programs, CRA, TIFs, BIDs, tax abatements, low-income tax credits and ITC to provide funding for projects. Prepare ordinances and programs for development projects. Provide project organization and management services. Identify priority redevelopment needs, convene and build coalitions among appropriate partners and initiate necessary actions to complete project. Secure positive publicity and create marketing campaign and events to highlight project. Developed and wrote historic preservation ordinance for the City of Weatherford, Texas. Worked with a diverse citizens committee to develop the city’s preservation ordinance. Developed a training manual for the Preservation Commission. Completed numerous City of Dallas Designations, Recorded Texas Historic Landmark Marker Applications, and National Register Nominations including Part 1 and Part 2 Applications that resulted in listing of all projects submitted. Projects included: Historic Properties Inventory and Assessment of the Central City Development Project Area in Fort Worth and Historic Context for Downtown Fort Worth Property Assembly. These projects required extensive research, assessment of historic properties and well-documented reports with photographs.
