Program Officer, Lending & Capital Building
Current• Develop and refine Twin Cities LISC’s investment strategy. Identify opportunities and key partners, generate a business plan, and match capacity building and financing tools to development project needs.• Collaborate and build relationships with other funding partners, including public agencies, private banks, foundations, intermediaries, and equity investors to align priorities and leverage LISC loans, grants, and equity.• Oversee all aspects of lending, including underwriting, structuring, loan closing, disbursements, repayment and risk monitoring. This includes predevelopment, acquisition, construction, mini-perm, permanent, and mezzanine loans. Specialization in highly complex transactions. Experience with HUD programs, Freddie Mac, Fannie Mae, Housing and Tax-Exempt Bonds, Low Income Housing Tax Credits (LIHTCs), New Markets Tax Credits (NMTCs), and Tax Increment Financing (TIF). • Provide direct technical assistance and capacity building to non-profit and mission-based for-profit development partners working to advance equitable development projects. Assess project feasibility, develop a realistic financing strategy, and identify private equity and public subsidies to help assure successful project execution and long-term viability.• Manage a pipeline of over 100 projects, including affordable and mixed-income housing, business incubators, co-working and “maker spaces”, multi-tenant commercial buildings, arts and cultural facilities, health care centers, grocery stores and markets. • Work closely with LISC Low-Income Housing Tax Credits (LIHTC) and New Markets Tax Credits (NMTC) affiliates to identify, position and structure Twin Cities projects for equity investments;• Support efforts to develop new loan products and raise credit enhancements by compiling portfolio data and writing and reviewing proposals.• Build multi-sector partnerships in and with racially and economically diverse communities to advance equitable development throughout the region.
