Team also provides oversight and management of all OSD Policy contracts, and formulates annual guidance for oversight, approval, funding of all Policy "studies" with the FFRDCs and larger "think tank" community.

Two-year Federal appointment providing organizational planning and multilateral negotiations expertise to the USCIS Associate Director for Refugee, Asylum and International Operations and to the Deputy Director, USCIS. Assisted the agency in implementing a major re-organization, and with substantive preparation for agency participation in multi-lateral negotiations, conferences and training. Prior to that appointment, worked with the USCIS Director, Office of Security and Integrity, to develop guidance on, and monitor/assess the effectiveness of agency internal controls.

Served consecutive terms as OSD Policy's Director for Strategy and Principal Director for African Affairs. Directed and oversaw the work of the offices responsible for, respectively: identifying and monitoring global trends related to future security challenges; and developing and sustaining defense relationships with Africa.

Responsible for coordinating the full range of USCG international cooperation, to include funding and coordinating all Coast Guard international security assistance programs, developing USCG international engagement strategy, and planning senior leader travel. Also served as the Commandant’s Political Advisor and as the USCG representative to the International Maritime Organization’s Council.

Led office responsible for formulating policy, strategy, doctrine and programming guidance to combat the proliferation of WMD and for co-chairing NATO’s Defense Group on Proliferation (DGP) Steering Committee, a position that entailed moderating the deliberations of the 26-nation DGP.

Following the September 11, 2001 attacks, served as the Pentagon’s Director for Central Asia, the Caucasus and Eurasian Regional Programs. During this time, her office oversaw the stationing of U.S. forces in Central Asia; developed, funded and launched a large-scale anti-terrorist training program in Georgia; developed a methodology, later applied globally, for examining long-term U.S. basing and security cooperation arrangements in the region; and authored DoD’s first-ever authority enabling it to fund the training and equipping of other military forces (now known as “Section 1206” authority).As the regional Program Director for Eurasia (1998-2001), she provided policy guidance to, and oversight of all military assistance programs for the 12 countries of the former Soviet Union, managing over $66M in budgetary authority for the Warsaw Initiative (WIF), Cooperative Threat Reduction Defense and Military Contacts (CTR/DMC), and International Counterproliferation (ICP) programs.

Served in a variety of defense and foreign policy advisory positions including: OSD's Country Director for Ukraine (1995-1997); Policy Advisor to Los Alamos National Laboratory (1994-1995); Assistant for Multilateral Nuclear Non-Proliferation Negotiations (1991-1994); and Presidential Management Fellow (1989-1991).
