Manage state and local engagement for the NTIA broadband portions of the IIJA. Coordinate and manage NTIA’s State Broadband Leaders Network (SBLN), a network of state and territories working to increase broadband access. Track and compile research on each state and territory’s broadband activities, funding and programs. Work to increase state participation in the National Broadband Availability Map (NBAM) Program. Detailed to US Department of Treasury for 60 days to support the broadband activities in the American Rescue Plan Act. Quadel Consulting: Provide policy briefing papers on Community Development Block Grant (CDBG) program related to disaster recovery, slum and blight and other issues.National League of Cities (NLC): Managed Enterprise Program, devising new income streams for the organization; Handled NLC Membership recruitment, retention, and communication efforts and other membership special projects; Led research and policy development efforts regarding immigration and its affects at the local level including staffing a special Immigration Task Force comprised of local elected officials across the country; Staffed and implemented NLC/Urban Institute Sloan Foundation Grant: “Legislating for Results: Using Performance Measurements to Communicate with Residents.”Dane County, WI Community Development Block Grant Program: Provided assistance in various CDBG and HOME related functions including, drafting new Citizen Participation Plan and Annual Update to the Consolidated Plan.

Directed and implemented the strategic federal policy efforts of an association representing 135,000 local elected officials in the areas of housing and community development, public safety and crime prevention, finance and intergovernmental relations, human services, technology and transportation.Managed the association’s policy setting process for 18,000 participating cities and towns. Guided the work of seven standing committees involving more than 1,200 local elected officials from throughout the country, building consensus among all stakeholders on federal policy priorities and goals for the nation's cities.
