Kathleen Carr is a highly skilled attorney in Fennemore’s Natural Resources group, where she provides strategic litigation and regulatory counseling to clients in the environmental, energy, and natural resources sectors. With a federal career spanning over a decade as the Field Solicitor for the U.S. Department of the Interior in Boise, Idaho, Kathleen brings unparalleled experience in guiding complex legal matters involving federal lands, water rights, and energy development.Kathleen's extensive experience includes leading significant water litigation, federal resource management projects, and multi-party negotiations involving federal, state, and tribal interests. Her practice is focused on the environmental review and authorization of large-scale federal infrastructure and development projects across water, energy, and renewable resources. She is also an expert in hydropower, solar, wind, and mining projects, federal energy development, FERC licensing, and the management and clean-up of federal lands.During her tenure with the U.S. Department of the Interior, Kathleen oversaw the legal work of four Interior agencies, including the Bureau of Reclamation, Bureau of Land Management (BLM), National Interagency Fire Center, and U.S. Geological Survey’s Water Center. She managed legal operations for 12 million acres of federal lands and 37 million acres of federal mining and mineral interests, including hydroelectric operations and high-value water and energy contracts in the Pacific Northwest.Kathleen has a proven track record of successfully advising on high-stakes water rights adjudications, federal construction, energy projects, and environmental compliance. She remains actively engaged in the American Bar Association’s Section of Environment, Energy & Resources.Kathleen is licensed to practice in Idaho, Wyoming, and Colorado.

Coordinated legal representation for the Columbia Pacific Northwest Region of the Bureau of Reclamation, the Bureau of Land Management (Idaho), the National Interagency Fire Center (NIFC), the Office of Aircraft Services, and U.S. Geological Survey’s Idaho Water Center (water issues) for the Department of the Interior. Supervised ten plus attorneys and managed numerous complex and controversial legal cases from inception through completion, including, among others, natural resources (land and water-related), ESA, cultural resources, power (generation and transmission), energy, mineral leasing, CERCLA, general law, procurement, employment, and labor law issues.

Duties included advising and coordinating the PN Bureau of Reclamation’s (Reclamation) position for federal and state court litigation, representing PN Reclamation in federal and state administrative cases, and counseling Reclamation managers in Idaho, Washington, Oregon on the implications of applicable federal and state laws.
