As a founding staff member at NAMD, I have been a resource to state Medicaid leaders during the complex implementation of the ACA. I provide guidance and networking opportunities for Medicaid leaders in delivery system reform and other critical policy issues. I also represent the interests of our members in a variety of activities and speak on their behalf in numerous venues.

As Health Division Director in the NGA Center for Best Practices, I led the state-focused work of NGA during major shifts in the health policy world, including passage of the Affordable Care Act. Oversaw major projects, foundation and federal grants and networked among governor's policy leads on a range of relevant health policy issues including Medicaid, health IT, and delivery system reform.

I managed a range of federally funded projects on chronic disease prevention and control, working with state public health officials across the nation. Developed products and convenings among federal officials at CDC and state public health leaders on issues like tobacco and diabetes. I launched an injury prevention program at ASTHO, and led of team of three staff people on prevention and population health. I conducted research and report development at IOM on a host of committee topics, ranging for organ transplant policy to disability determinations to the State Children's Health Insurance Program. My early work at IOM focused on issues of managed care and system reform. I conducted policy research for the lead legislative liaison for the Dept. I wrote rules and assembled rule-making packages for the Colorado Board of Health and for the department's legislative package. I gathered public comment on department activities, and aided in the review of managed care licensure requests to the state.
