The Office of Administration Acquisition and Lease Management Division manages the National Transportation Safety Board (NTSB) acquisition program and provides best value business solutions that support the NTSB mission. The Acquisition and Lease Management Division is a full-service acquisition organization that awards and administers contracts and agreements, manages the NTSB Purchase Card Program; awards and manages real property leases for both NTSB Headquarters and Regional Offices; and provides customers essential acquisition guidance and training. Six (6) month assignment, managed a workload of varying degrees of difficulties for IT and audio/visual projects. Projects included: the complete refurbishment and technology upgrade of the onsite accident testing laboratory, involving renovation of the space and installation of new equipment; the complete audiovisual and IT renovation of the main hearing and conference center at L'Enfant Plaza. Utilized the FAR and NTSB internal policies and procedures in the initiation, development, issuance of requests for proposal, negotiation, review, documentation through business clearances and memorandums, award and contract management for supplies and services required by the NTSB in their day to day mission. Working closely with the end users, provided excellent customer service by listening and communicating the procurement solutions available to the organization. Managed a healthy workload containing changing and evolving specifications. Influenced a varied group of clients through expert procurement and contracting advice and assistance, implementing a variety of contract vehicles to include pricing schedules, indefinite delivery indefinite quantity contracts, commercial contracting, price and terms and conditions negotiations, firm fixed price, time and material, labor hour, letter contracts.

The Export-Import Bank of the United States (Ex-Im Bank) is the official export credit agency of the United States. Ex-Im Banks mission is to assist in financing the export of U.S. goods and services to international markets. Assigned as a warranted contracting officer with unlimited warrant charged with planning, directing and coordinating acquisition activities – contracting/procurement, phases, and operations, from project initiation through contract close out. Serve as a senior Contact Specialist accountable for pre and post-award functions for complex service and supply requirements for customer activities within the Bank. Manage the portfolio of telecommunications requirements for the Chief Information Officer and Chief Communications Officer; manage the portfolio of 8(a) contractors providing non-personal services for a variety of EXIM Bank requirements; manage the Government purchase card program. Provide high-level technical advice with regard to procurement cycle to operating elements in the EXIM Bank and customer activities on simple through complex contractual matters.

Warranted contracting officer charged with planning, directing and coordinating acquisition activities, phases and operations, from procurement initiation through contract close out. Senior Contact Specialist accountable for pre and post-award functions for complex supply, construction, architecture and engineering and service requirements for customer activities for District. Contributed to the development of operating procedures, policy and regulations. Provided high-level technical advice with regard to procurement cycle to operating elements in the District and customer activities on complex contractual matters. Executed contracts, authorized contract payments and signed contractual documents within limits of authority for purchasing requirements rated from routine through complex, specialized, high dollar and unique procurement contracts. Provide recommendations for action outside limits of authority. U.S. Third Army Contracting Command supporting ASG Kuwait. Warranted Contracting Officer responsible for executing contracts, authorizing payment and obligating within authorization. Responsible for complete acquisition cycle. Supported contingency and sustainment operations for the ASG and tenant commands. Supervised a team of four (4) contract specialists with varying degrees of contracting proficiency. Provided review, input and oversight of the teams work product to ensure clear, concise and accurate contract award and administration. Researched and developed operating procedures and policies for the office in concert with PARC, to ensure compliance with FAR, DFARS, AFARS and ARCENT Acquisition Instruction (AAI), in addition to assisting with the development of smart business practices for the Gulf environment and establishment of sound procedures for a sustainment / contingency type contracting office. Coordinated procurement program and acquisitions with other offices and serviced activities. Enter into negotiations with Contractor on behalf of the U.S. Government. Negotiated materiel supply and maintenance/services contracts to cover the needs of the Kuwait area of responsibility.
