• Principle legal advisor to business managers on contract administration, program management and quality assurance. Oversaw and reviewed work product of twenty licensed appraisers assigned to work under a $27 million appraisal quality assessment contract to review the valuations of the 30,000 appraisers listed on the FHA Roster, and determine if the FHA single-family appraisals contained inflated valuations. • Member of the Technical Evaluation Panel which evaluated 822 reports from the appraiser contractors for legal sufficiency before referring to HUD’s Enforcement Center for consideration of appraiser sanctions. Referrals resulted in 460 appraiser sanctions. Earned a Hammer Award in 2000 for my work on this program. • Produced and delivered quarterly management reports, and presented legal briefings to HUD management on program goals, achievements, and lessons learned to achieve continuous programmatic improvements.

• Drafted legal opinions, briefs, motions and other pleadings in several multimillion dollar federal contract actions in the Court of Federal Claims involving FHA multifamily housing.• Performed legal research, document production, depositions, and trial preparation of agency witnesses.• Chief HUD attorney on breach of contract litigation involving 800 plaintiffs in 26 separate lawsuits who filed a breach of contract claim against HUD. Involved overseeing workload of field counsel in 55 HUD offices in order to implement a single, cohesive litigation strategy for all cases.
