My role in research and intelligence was based in the Customers and Communities service, which leads on the strategic direction of the Council, but also drives customer focus and community impacts.My core responsibility was to translate the mass of government statistics into sharp and meaningful messages, to underpin local decisions on targeting public services. This included high profile briefings and training to councillors.A critical aspect to my role was the ability to analyse the impact of sometimes competing priorities of local services, and use statistical evidence to advise on common issues and goals.

As a part of a small but highly influential change team ('OneCornwall'), I played a key role in bringing the seven local authorities in Cornwall into one unitary authority, following a successful bid to be one of the trailblazers for single tier local government. There were three main areas of work that I delivered during my time as Policy Advisor:- Organisational structureI worked with the Human Resources lead to design the structure of the new unitary authority, to meet the full spectrum of accountabilities for a unitary council, whilst delivering the savings that were needed.- Organisational cultureAt the core of the unitary bid was the creation of a new organisation, which refocused on citizens and communities. I worked closely with non-profit organisation Forum for the Future to instil a fresh culture of sustainability and social justice in the new organisation.- Research and policy recommendationsThroughout the huge changes we were managing, the team would be met with unforeseen challenges, that were beyond available experience and knowledge. Using my intensive research skills, and confident judgement, I gathered and presented findings and recommendations in a high pressure environment. This included new unitary branding, best practice in organisational structures and culture, and constitutional changes.
