Senior executive responsible for advancing biomedical science through policy development and innovative programs and partnerships. Key advisor to and surrogate for the Director of the National Institutes of Health. I led the design and launch of major scientific research programs and partnerships including the NIH Precision Medicine Initiative (now the All of Us Research Program) and the BRAIN Initiative. I directed the development and implementation of historic ethics policies to enhance clinical trials, modernize human subjects regulations and policies, increase patient privacy, and expand scientific data sharing. I spearheaded efforts to develop appropriate scientific and ethical oversight of emerging technologies including stem cells, gene therapy, and gene editing. I led the legislation, communications, policy, and outreach efforts of the NIH. My team worked with other agencies, the White House, Congress and key stakeholders on key funding and legislation including the 21 Century Cures Act. I played a leadership role in the most significant restructuring of NIH in decades with the establishment of the National Center for Advancing Translational Sciences. I guided efforts to transform or eliminate outdated or inefficient NIH programs and organizations. I anticipated and avoided political or public affairs conflicts and managed and mitigated those crises that occasionally arose.

Primary advisor to the NIH Director and operational lead for the Office of the Director. I led the organizational and management changes needed as the new NIH Director took office. I helped craft the vison for the Director and created the systems, structures, relationships, and leadership team best able to achieve it. I served as primary point of contact with other agencies, the White House, Congress, and scientific and patient organizations.

Managed the turnaround, restructuring, and culture change needed to build NCATS. I developed and implemented a new mission, organizational structure, and partnerships while managing the change-related disruption for staff and grantees. I developed and successfully used a novel funding mechanism to speed promising projects. I helped design and build two signature research programs to develop new tools to speed diagnostics, devices, and therapeutics to the public. I represented NCATS to, and secured support from, key internal and external stakeholders, including the U.S. Congress.

Created and led research and policy think tank that served as an independent and objective source of reliable policy guidance to inform media and policymaking discussion of human genetic technologies. I assembled a multidisciplinary team that educated and advised the public, lawmakers, thought leaders, and the media about compelling science, bioethics, and policy issues in genetics. We conducted extensive research and analysis on public policy and public attitudes in reproductive genetics and generated numerous influential policy reports and recommendations. While at the Center, I served as an advisor, advocate, and expert on the Genetic Information Nondiscrimination Act of 2008.

I was a key advisor to the NHGRI director. I built and directed an integrated policy, legislative affairs, and communications team. This team led efforts to promote the publicly funded Human Genome Project including during the so-called “gene wars.” We also led policy efforts to protect privacy and prohibit genetic discrimination including an Executive Order, agency policy, and state and federal laws.

Advisor to the Assistant Secretary of Health (then the line manager for the PHS agencies). I was responsible for budget, policy, and programmatic issues for the NIH and FDA.

The now extinct Office of Technology Assessment provided Congressional committees with analyses and policy options for complex scientific and technical issues. I co-authored a report to Congress on the science and ethics of using genetically engineered drugs in agriculture.

I worked on USDA research and regulatory issues, organized multiple Congressional hearings, and authored key research provisions of the 1990 Farm Bill. I was also a member of the Clone Heads.
