Responsible for the Finance and Human Resources Departments (transferred IT to another area)Primary Responsibilities include:· Monitor Financial Activity: Accounts payable, accounts receivable, securities-on-deposit, daily deposits, sales tax, payroll, bank reconciliation, cash balancing and management of cash flow· Debt Service: Monitor debt obligation and ensure in compliance with its terms and conditions and/or covenants· Fixed Assets: Monitor the fixed asset system and fixed asset reporting, assuring compliance with policies and procedures· Insurance – General Liability, Bonds and Worker’s Compensation Monitor Park District general liability, business auto, inland marine and fiduciary bonding· Monitor Park District worker’s compensation benefits; claims handling, loss control, record keeping and log posting· Investment Opportunities: Researches, analyzes and recommends investment alternatives for excess fundsInitiates transfers and/or investments with Board approval· Financial Reporting: Prepares monthly Business Services Report, Treasurer’s Report, budgetary and other financial reports for monthly Board meetings· Provides monthly internal Statement of Revenue and Expenditures reports for Executive Director and Administrator staffPrepare and submit Comprehensive Annual Financial Report· Compliance: Works with the IRS to ensure that the Park District is in compliance with current lawsOversees the OSHA logs and reporting as it pertains to Worker’s CompensationEnsures compliance with IMRF statutes, policies and procedures· Audit: Develops internal control policies and assures compliance with said policiesAssists other departments to develop procedures with respect to all cash, accounts payable, accounts receivable and payroll issues to ensure effective and timely delivery of informationPrepares fiscal year-end audit schedules and coordinates annual audit with external auditors· Personnel/Policies & Procedures: Oversees and assures compliance with

· Checking, verifying and posting Journal Entries and Accounts Payable Vouchers· Code data and/or correct computer printouts· Reconcile accounts, posting to and balancing subsidiary ledgers, in conjunction with monthly Reconciliations· Prepare accounting reports, including budget, income and expenditure reports· Maintain computerized accounting system, including back up· Assist with planning and budget functions· Work closely with CPA / Auditor· Responsible for banking transactions· Prepare voucher and fiscal reports for grants

· Maintain banking relationships, daily funding, initiate wire transfers, ACH’s and controlling petty cash.· Calculating funds available for daily Investments· Maintain check stock for all bank accounts· Review and approve all accounts payable transactions· Monthly preparation of the Cashbook, including journal entries for the General Ledger System· Reconcile all cash accounts, including loss drafts and payroll, for the General Ledger System· Monthly preparation of cash flow, accounts receivable / payable reconciliations, cash and asset reconciliations. Portfolio performance, realized / unrealized position, investment income and quarterly reports

· Initiate payments to re-insurers for facultative treaties· Receivable / payable cash reconciliations

· Reinsurance billing for claims paid· Accounts Receivable on claims in excess of 10 million dollars· Monthly cash application and system reconciliations
