She has architected solutions and technically led numerous product development and customer projects. Kathy has worked in R&D, business development and proposal efforts, software/ system development, customer specific solutions and automation of installations, as well as working as a technical customer liaison throughout her career. Some highlights from her tenure at GDIT include:• STARS Product Owner and Architect on CMS One PI contract supporting the STARSInformant application running at CMS, leading O&M and development efforts, and coordinating with One PI and CMS CPI personnel and CMS IT to support CMS IT initiatives, recently including Agile transition and AWS/Snowflake Cloud migrations.• Lead solutions architect on the GDIT commercial development effort to rewrite the STARSInformant application to address critical performance issues. Responsibilities included setting up technical team structures to maximize productivity, leading the technical effort and acting as a liaison to CMS CPI. She led the planning of the multi-release implementation to get core business functionality to the CMS CPI end users as quickly as possible.• Lead solutions architect to integrate a product suite of FWA applications on a shared technical platform. This included migration of the Sentinel product from Windows/ SQL Server/ stored procedures/ .NET platform to UNIX/ Oracle/ Java J2EE platform, and integrating shared resources including logon authentication, databases, and Admin modules• Lead architect to update the legacy STARS product from a Power Builder client/ server platform running on Sybase database to a Java J2EE platform. This effort included re-engineering the legacy server code from procedural ‘C’ framework to Java J2EE platform utilizing a Web servlet container and porting the software to support both Sybase and Oracle.0

Responsibilities include release planning and off-cycle change requests and prioritization, User Services support, production and operations support, coordination with other One PI teams and CMS OIT teams as well as CPI, engineering technical oversight and providing innovative solutions to improve the quality and performance of the product. She oversees all STARS development efforts and application upgrades, as well as troubleshooting issues in the CMS environment and determining performance improvements. She led the effort to update team processes including a transition to Agile to manage release change requests and operational requests. She recently led the team to complete the CMS initiative to migrate all BI tools to AWS Cloud/ Snowflake from the on-prem Teradata solution. She was responsible for the functional and technical plan that included a data model conversion from 4 Teradata databases to a single Snowflake database with 17 schemas, and migration from on-prem WebSphere application servers to AWS JBoss application servers. Ms. McBride collaborated with internal One PI teams and the application vendor to ensure that the migration went smoothly and performance considerations were considered so that the migration was seemless and transparent to users. The STARS team was the first One PI team to complete the AWS/Snowflake migration and Teradata retirement. There were 0 production issues. The team continues to monitor performance and tune the implementation to deliver optimal performance to CPI users. Ms. McBride presents at user and CPI meetings, and mentors new team members. She maintains the Java code base for generating semi-annual aggregates. She is an active development contributor for overall One PI process improvement and innovation. She has also been the Product Owner for BusinessObjects on One PI. -

Kathy’s primary product focus is the ViPS Fraud, Waste and Abuse (FWA) product suite. She led the technical effort to reengineer a legacy product from the legacy PowerBuilder/ Java client-server architecture to a 3 tier JEE architecture. This release supported the One PI program at CMS running on the IDR (Teradata platform) as well as commercial customers on Oracle. Kathy also worked on the STARS IDR project at CMS as the team architect. She provided technical support for the implementation, performance improvements and customer presentations and collaboration with CMS operations.In the past she has led the milestone effort to offer the product suite on a common platform with shared authentication and core data. This included integration of multiple technology stacks, including legacy Java, .NET, and JEE. Kathy has worked with product management, developers, sales, customer service and installation teams to ensure that all stakeholders are considered when product upgrades are made. She has automated conversion of customer configurations to metadata for installation of the products. Ms. McBride has technically supported many efforts including NPI, beneficiary SSN conversion, HIPAA user authentication compliance, and 5010/ ICD-10 updates. Kathy was instrumental to the initial release of ViPS’ new case management tool from a business and technical aspect. Ms. McBride was the lead engineer managing and technically directing an implementation and migration of the CMS National STARS Database from a legacy Sybase system to a new multi-server Oracle platform. She also led the technical effort to re-engineer a .NET/ SQL Server product to a .NET/ Java architecture that supports both SQL Server and Oracle.
