I have over 25 years of business management experience working globally in project, contractual and financial management of USAID, DoD, MCC, DOL, DOS and other programs. I hold a MS in Organization Development from AU, a cohort-based program enriched in experiential learning; a BS in Leadership and Management from the UMW and I am a Certified Federal Contracts Manager. My skills also include organization development and change management, including data gathering, analysis and feedback, facilitation, strategic review and planning processes, coaching, and team analysis/development. I am the company vendor representative for the DoD ECOPS system for NATO Status of Forces Agreement (SOFA). I have expert knowledge of the FAR, AIDAR, CFR, ADS and other USG regulations. One of my strengths is my experience and ability to manage programs and risk by viewing matters from all functional angles (e.g., HR, accounting, contracts, compliance, budget and logistics) and to effectively coordinate with these functions to achieve the best results. My extensive experience in these areas allows me to understand how each of these functions contribute to the overall system, and to seek out the best solution to meet both compliance and financial goals, while ensuring efficient program scheduling and great results. My education in organization development helped me to strengthen my soft skills, and increase my awareness of matters of diversity, equity and inclusion, which are present in all of my efforts. I have excellent problem solving and mediation skills, and I seek out positive solutions in order to ensure successful program results. I develop SOPs for programs; and create training programs on USG regulations, cost reimbursement, fixed price and T&M contracts and subcontracts, procurement, subgrants, cost proposals and budgets, and domestic and international field office start-up, close-out and operations. I am director for a 21-person operations team, overseeing $300M in contracts, and also serve as the company contracts rep for GSA schedules. I also serve as a co-chair on the OASIS OCONUS WG.Prior to joining Tetra Tech/MSI, I was the Director of Contracts and International Field Office Operations for a subsidiary of the London-based PA Consulting Group. I managed the contracts group, which performed cradle-to-grave contracts management, including proposal and financial management. I managed field office start-up of programs in African, Asia, Europe, Latin America, Caribbean and the Middle East, including the coordination of legal and human resource aspects.
