About Katie Harkin, Mpa

I am committed to advancing equity through evaluation and capacity building in the areas of philanthropy, early childhood education, and poverty reduction. My experience in the nonprofit sector spans direct service, fundraising and program evaluation, and my current role in philanthropy. In my role with the Packard Foundation I am responsible for grantmaking in the Early Learning subprogram, focusing on the Informal Care strategy which supports organizations that serve family, friend and neighbor caregivers by connecting them to resources and to each other to enhance their ability to provide stimulating and rich learning experiences for the children in their care. I also work on Starting Smart and Strong, a 10-year place based initiative in three California communities: Fresno, Oakland, and San Jose to explore concrete ways communities can ensure that every young child, birth through age five, grows up healthy and ready for kindergarten. My work entails fostering and maintaining relationships with grantee partners as well as across organizations and funders in the early childhood field. I hold a Master's degree in Public Administration from San Francisco State University, where I conducted social science research. The topic of my primary research project was: Identifying predictors of quality among family, friend, and neighbor caregivers of young children.
