Reforms like adding on-street parking meters in NW Portland, City Council approval of the bike share program or the "Out of the Mud (and dust))" policy project that revamped the how the City paved dirt roads...to name just a few. Any one of these much needed but very controversial reforms could have defeated a lessor person. Katja led efforts out of my Office and did them all within the same period of time.
