In 2001, James was appointed as Director of the U.S. Office of Personnel Management (OPM) by President George W. Bush and led a department of 3,600 employees. As Director, she served as the President’s principal advisor in matters of personnel administration for the 1.8 million members of the federal civil service and was responsible for the stewardship of over $650 billion in federal employee assets. In this position, James designed the process and system through which nearly 170,000 employees from 22 different agencies merged into the new Department of Homeland Security. During this time, she also chaired the Chief Human Capital Officers (CHCO) Council, was a member of the President's Management Council, and was appointed by President Bush to serve on the White House Fellows Commission.

As Senior Fellow and Director of The Citizenship Project, James developed funding for and managed a $1.5 million two-year special project designed to increase citizen participation in the public policy process, develop coalitions to educate and mobilize voters. She organized and chaired a nationwide series of public policy dialogues on social security reform, education reform, and health care reform for community leaders. James served as a principal media contact and featured expert on domestic policy and the American political process in dozens of national television and radio interviews; Provided expert commentary on the public policy process through interviews with C-Span, The Newshour with Jim Lehrer, The Washington Post, The National Journal, The Washington Times, The New York Times, and several talk radio programs.

James served as Dean of the Robertson School of Government at Regent University in Virginia Beach, Virginia, from 1996 to 1999. Regent University is a Christian liberal arts school with a combined online and in-person enrollment of approximately 8,900 students. During her time as Dean, she led the SACS accreditation initiative for the school of government.

Under President George H. W. Bush, Kay C. James served as Associate Director of the White House Office of National Drug Control Policy and as Assistant Secretary for Public Affairs at the U.S. Department of Health and Human Services. Following her time in the Bush administration, she was appointed as Secretary of Health and Human Resources under former Virginia Governor George Allen. In this role she designed and implemented Virginia’s landmark welfare reform initiative, affecting 14 state agencies and over 19,000 employees. As Secretary, she also influenced housing policies regarding young, elderly, and low-income Virginians.

While at FRC, James was responsible for the day-to-day operations and policy development for Washington-based think tank formed to promote pro-family policies at the national and state levels. She directed all policy, media, education and lobbying strategies for FRC's initiatives, including health care, judicial and executive appointments , family studies, child care and education reform. James served as a spokesperson for FRC at the national, state and local levels. She developed and oversaw all departmental budgets, approved promotions and evaluations.

While at the U.S. Office of National Drug Control Policy, James provided state and local policy input for the development of the president’s annual anti-drug strategy. She represented the president in promoting the National Drug Control Strategy to governors, mayors, and other state and local officials, as well as the private sector. James advised the director regarding the views of state and local officials on all aspects of the drug issue, including health, treatment, prevention and public safety. She coordinated local public awareness campaigns, on issues such as, needle exchange and medical use of marijuana, involving the media, state legislative initiatives and grass roots organizations.James was responsible for all administrative tasks within Bureau, including the hiring and evaluation of senior staff and the submission and management of annual budgets.

Kay C. James served as President of Black Americans for Life Committee, Outreach program of National Right to Life. She was the spokeswoman for news interviews, press conferences, radio and television guest programs with national broadcast and print media. She assisted with national and state legislative efforts through lobbying and testimony.James served as public liaison for NRLC and its 50 state and 3,000 local affiliate groups by lecturing to college groups, churches, community and civic organizations, and conventions. She supervised the development, implementation and evaluation of the effective programs for the outreach efforts to the Black, Hispanic, and Jewish communities.
