About Kayla Schwoerer, Ph.D.
I am a Tenure-Track Assistant Professor in the Department of Public Administration & Policy at Rockefeller College (University at Albany, SUNY). My research focuses broadly on the intersection of public and nonprofit management, digitalization, and social equity. I am particularly interested in how new and emerging technologies shape society, governance, and citizen-state interactions. Research in progress or currently under peer review focuses on how governments use data and digital technologies, including AI algorithms to make decisions and engage the public. I also research attitudes toward policy and the public sector, with a focus on the underlying psychological and behavioral mechanisms that shape them. Previously published research includes examining how social media is used to mobilize public participation, how nonprofits are leveraging TikTok, and open data usability. I leverage multiple methods in my research, including experimental methods, computational text analysis, and qualitative analysis.Currently, I teach undergraduate research methods to public policy and management majors. I also teach a course I developed on data science in public affairs for graduate (MPA and PhD) students, which provides an overview of concepts and cases related to digitalization efforts in the public and nonprofit sectors as well as an introduction to data analysis in python, including natural language processing and text analytics, machine learning, and data visualization.
