Disaster Mitigation & Recovery Planner (8/2011 - 2/2013): Scope and implement a disaster mitigation strategy with City & County of San Francisco and partner agencies. Facilitate plan revision cycle for Local Hazard Mitigation Plan and align plan with other formal guiding documents for City & County, including citywide disaster plans and elements of the General Plan. Manage mitigation project grant cycle with state and federal partners. Until July 2012, manage the Lifelines Council program, a unique disaster readiness program bridging the gaps among lifeline providers, to create interdependency analyses and recommendations of quick and efficient service restoration post-disaster.Scope and plan transition of post-disaster recovery program into a new framework under ResilientSF, a strategic vision for disaster preparedness, mitigation, and recovery. Serve as project manager under the program manager. Scope, draft and implement a citywide disaster recovery plan and strategy aligned with national guidance under the NDRF and PPD-8 and compliant with EMAP.Emergency Planner/Resource Planner (11/2008 - 8/2011): Lead continuity of operations and emergency planner for San Francisco General Services Agency and Office of the City Administrator. Manage 10+ individual department plans and facilitate their implementation and training. Liaise between GSA departments and the San Francisco Department of Emergency Management to accomplish overall disaster readiness strategy.Implementer of San Francisco Emergency Resource Management program consistent with EMAP and LCAT guidelines; citywide resource inventory and emergency site initiatives; critical resource exercises planning; interagency workgroups; and coordination of Emergency Operations Center Logistics Section.Training: ICS 8, 100, 200, 300, 400; NIMS 700, 800; Hazard Mitigation; COOP; TEEX EOC; SAP Coordinator; CSTI Disaster Recovery Cert, CSTI Earthquake.
