Submarine Development Squadron 12 provides real time support to the Navy’s overarching vision of the future by developing and evaluating submarine tactics, both war fighting and forward presence, and disseminating those tactics to the operational forces at the pointy end of the spear. With seven highly advanced submarines under its cognizance, it provides relevant operational insight to the development of new technology and equipment. As the Tactical Systems Department head in the Tactical Analysis Group, I focused efforts to those which directly related to the submarine contact management doctrine, sonar technological advances and doctrine, fire control technologies and doctrine, and Tomahawk Land Attack Missile (TLAM) strike aspects. I used my advanced problem-solving techniques to spearhead the complex, collaborative quantitative analysis of advanced submarine minefield operations resulting in the prediction and sustainment of future strategic demands.

Norfolk, Va

Geographically located in the Hampton Roads of Virginia, Naval Station Norfolk is the largest naval base in the world and home to the Commander of the Submarine Forces. As the last remaining submarine squadron in the area, Submarine Squadron 6 provides the necessary operational, logistic, and administrative support to nine nuclear-powered fast attack submarines in support of the Atlantic Submarine Force and global operations. Assisting in this enterprise, I researched and developed plans for critical submarine operating requirements including practical operational drill plans, industrial fire prevention and response strategies, and designs for Virginia-class homeport shift to Norfolk Naval Station.

Uss Providence (Ssn-719)

I led a team of 35 operators and three entry-level managers in four cross-functional teams in the safe operation of combat systems to support a nuclear powered submarine. I was responsible for all aspects of training, maintenance, and operations of all sonar, fire control, weapons, and information assurance systems. I provided direct oversight for the planning and execution of a $40M modernization of the submarine. On our way back to the homeland after deploying to the CENTCOM AOR for 6 months, we received last minute tasking en route to Gibraltar to turn around and station ourselves off the coast of Libya for potential reinforcement of UNSC Resolution, specifically by conducting a TLAM strike. The men were exhausted from a rigorous and demanding deployment and our track record in the myriad of strike exercises we were involved in throughout the deployment wasn’t exactly what you would consider stellar. Many of them were outright abysmal. As the Weapons Officer on the USS Providence, the preponderance of this responsibility fell under my leadership and I worked relentlessly to find a suitable solution. Having worked with the men for this period and doing my own independent study, I was able to identify weak areas or potentially problematic areas in the impending strike that I knew would require my direct oversight or intervention to ensure success, especially considering the additional challenges of this multinational effort. In the end, I launched the complete inventory of Tomahawks, working through some missteps and technical challenges, to meet the strategic objectives of the UNSC and it was specifically hailed by the Combatant Commander as a “flawless execution.” I was ranked #1 Weapons Officer and #1 Department Head in the squadron.

I was responsible for providing oversight for five Atlantic Fleet submarine squadrons with particular emphasis on new construction and overhaul submarines, providing certification to operate the naval nuclear propulsion plants and submarine systems.Specifically, I established and executed process improvements for the Virginia Class Submarine (VCS) Program and submarine depot-level availability programs which directly resulted in accelerated delivery for the VCS program from 84 to 60 months – including the first-ever delivery of two Virginia-class submarines in a single calendar year – and the return of over 20% of the force’s fast attack submarines from depot-level availability and construction to the operational fleet.

Contributing to the success San Juan would continue to reap after her TLAM launches during Shock and Awe, I had the pleasure of serving as the officer in charge of the training, material and personnel readiness of multiple divisions including Chemistry and Radiological Controls, Machinery, Damage Control, Communications, Quality Assurance and Operations. I consistently yielded improvements and concrete results to meet the demanding operational requirements. One particular experience relates to the radiological control aspect. One of the interesting aspects of the nuclear navy is the concept of policing yourself since we have no external organization, such as the Nuclear Regulatory Commission, to do it for us. For my part my specific experience comes in the area of radiological controls which, in addition to the environmental aspects, is crucial for the health and well-being of individual operators as well as the general public. I inherited a division whose primary responsibility was radiological controls and was struggling miserably at that time. In order to truly find out the root causes of the problematic areas to fix the real problem, I personally took on a robust audit and surveillance program to get to the heart of the matter. I quickly identified what I perceived as the fundamental issue that had been plaguing the division for their recent history. When they had a problem, they were quick to address the symptom of the problem rather than really digging into the “why.” Consequently, this never fixed the longer-term systematic problems. My technical expertise in the field of radiological controls combined with my understanding of causal analysis and the ability to influence the men to buy into my philosophy resulted in a complete turn-around of the program and above average evaluations on subsequent nuclear inspections.

Spending my first 12 years in the Navy as a Submarine Nuclear Machinist Mate and a qualified Nuclear Welder provided me the opportunity and the experience to lead cross-functional teams. I was consistently recognized as the top performer and achieved numerous accolades and awards in both operations and training.
