Currently providing Resource Conservation and Recovery Act (RCRA) Part B Permit and other regulatory support to the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) in Pueblo Colorado. This entails coordinating with other departments at PCAPP such as Engineering, Operations and Administration as well as the Colorado Department of Public Health and Environment (CDPHE) to identify new permit modification requirements. Prepare permit modification submittals, present the proposed changes at public meetings and work with affected departments to ensure implementation. Review and provide comment on plans, procedures, and change documents regarding regulatory impact. Provide permit, regulatory and environmental technical support to environmental compliance personnel. Support project quality audits and corrective action activities. Support the PCAPP safety culture by working safely in accordance with procedures and by enforcing a safe work environment and leading quarterly safety presentations.

Reachback Support for the Army's Energy Initiatives Task Force (EITF) - Technical planning, policy and guidance development support to the Army’s EITF. - Support in researching, collaborating, consolidating feedback and/or drafting assigned sections of the following EITF documents: Concept Plan for the proposed Army Energy Initiatives Office (EIO) including detailed manpower analysis, cost benefit analysis, position descriptions and numerous forms and narratives as required by Army and DoD regulations The Project Development Guide for developing renewable energy projects on Army land leveraging private sector financing. Numerous outreach presentation briefs and after action reports (AAR) - Served as Interim Project Support Lead (PSL) for EITF’s Planning Directorate and conducted the following activities: - Researched and gathered information, data and reports related to installation specific and general renewable energy project development: federal enclave status, utility company contractual relationship, technology, and National Renewable Energy Lab (NREL) assessments. - Coordinated with Army Environmental Command (AEC) for a PSL training session on NEPA requirements.Provided reachback support under the NDCEE for various activities supporting the Army's Net Zero Installation Initiative to include: - Researching, coordinating with Installation Points of Contact (POC) and drafting success stories, case studies, best practices and lessons learned; - Conducted a regulatory gap analysis, developing metrics as related to the goals of Net Zero and support for the development of the following Presentation briefs White Papers, Information Papers, Fact Sheets and Task Descriptions Net Zero Directive Other Support Activities

Served as the on-site RCRA Permit Coordinator and Program Manager at Fort Carson, Colorado; primary duties included compliance oversight of the Treatment, Storage, and Disposal Facility (TSDF), the RCRA Large Quantity Generator (LQG) 90-Day Hazardous Waste Storage Facility and the various Satellite Accumulation Points (SAPs) placed around the installation. Oversight included ensuring compliance with RCRA, State of Colorado, and Department of the Army training, storage and record-keeping requirements, conducting internal audits and coordinating external compliance inspections. Provided support in the development of Fort Carson’s Sustainability Environmental Management System’s (SEMS) 25-year Goal Plan and helped launch the Zero Waste Team providing detailed analysis on waste generation/disposal, goal status and path forward recommendations. Responsible for writing, developing, editing, preparing and/or implementing the following Plans, Reports and Policies: • Hazardous Waste Management Plan • LQG Contingency and Training Plans • Standard Operating Procedures (SOP)s, Performance Plans and Strategic Action Plans• Hazardous Waste Biennial Reports• Emergency Planning and Community Right to Know Act (EPCRA) Tier II and Toxic Release Inventory (TRI) Reports • RCRA Part B Permit Modifications and Reports • Hazardous Waste General Awareness Mandatory Training Policy • Zero Waste Goal Plan and Quarterly Reports on Goals and InitiativesOTHER SUPPORT ACTIVITIES• Finalizing Fort Carson’s 10 year efforts in a Subpart X permit application to treat (detonate) RCRA hazardous wastes (UXO).• Aboveground and underground storage tank (AST/UST) program support which involved the removal of all USTs on Fort Carson and consolidated replacement with AST facilities.• Providing hazardous waste and AST/UST related input into numerous NEPA required documents, mostly Environmental Assessments.

Managed the Hazardous Waste and Recycling Programs at an open pit gold mine in Victor Colorado.Provided field support and technical environmental data collection for the company’s seismic, air, storm water, and noise monitoring programs.
