Oversight of in-house design, traffic data collection, crash data analysis, field inspections, and citizen requests.-Serve as acting Director of Transportation in the director's absence.-Review and evaluate various types of transportation infrastructure design plans, including roadway design, traffic signal design, pedestrian improvements, and multimodal improvements, for feasibility and constructability.-Develop and manage the Department’s capital improvement program and operating budget. Prepare annual budget requests to continue and expand on the Department’s initiatives and goals.-Manage and supervise Department’s indefinite quantity contracts. Oversight of RFP preparation, procurement, and selection. Ensure procurement is compliant in accordance with federal, state, and local procurement requirements.-Meet and communicate with residents at meetings to understand their concerns and work on solutions with Department staff. -Serve as a liaison between the City and the Virginia Department of Transportation for locally administered and VDOT administered projects.-Represent the City and its interests at the Hampton Roads Transportation Planning Organization (HRTPO) and its subcommittees.-Prepare presentations, memorandums, reports, and summaries for City Council, department heads, residents, VDOT, and other stakeholders invested in Norfolk’s transportation goals and projects.
